Nazare: Bank tax will be applied in 2026. We will consult with BNR

The tax on the excessive profit of the banks will be applied from 2026 and will be discussed with the National Bank of Romania, explained, on Monday, the proposed minister for taking over the Finance portfolio, Alexandru Nazare, after the Commissions hearings.

“Is provided in the program (The Government Program – n.red.) Such a measure for the year 2026, temporarily, and will be built, of course, during this year. We will discuss with the banks, discuss with the BNR and find an optimal formula in which this tax regarding the excessive profit of banks, which must be defined in advance, can be applied“said Alexandru Nazare to journalists.
He also spoke at the hearings about the increase in dividend tax, which would bring 3.6 billion lei next year to the budget.
“You asked me about the tax on dividends. Yes, it is an annualized amount for next year, with an impact of 3.6 billion. I will check this impact, it is calculated in the ministry, I will verify the impact of each measure and all these will be discussed with the commission and from this discussion with the commission we will determine what will be the final version of the package“, said Alexandru Nazare.
The PSD-PNL-UDMR-UDMR-PSMR Government program of national minorities period 2025-2028 provides for the reduction of public spending and personnel reductions, but also the ceiling of the budgetary salaries, the application of CASS, according to endorsed sources.
According to them, the measures include:
– reorganization and placement outside the political algorithm of ANAF, antifraud, customs; completion of digitalization;
– tightening the legislation on tax evasion and forced execution – criminalization of tax evasion; partnership with citizens to combat tax evasion;
– modification of the insolvency law; tightening the regime and avoiding cascade insolvency;
– combating tax evasion with priority on: oil field, import of vegetables and fruits, imports in relation to Asia (Constanta Port, Customs);
– combating tax evasion in the service industry.
Additional charges:
– additional taxation of gambling, bets and bank transactions associated with them. Decentralizing authorization and taxation to authorities
– taxing the earnings from cryptocurrencies and those from the stock exchange;
– Taxation of renting short -term properties (AirB & B, Booking, national platforms, etc.);
– taxation of revenues on social media platforms (Facebook, Tiktok, YouTube, etc.);
– elimination of VAT facilities for real estate transactions;
– the compulsory fiscalization of all the activities that benefit from government support programs;
– taxing the excessive profit of banks for a limited period;
– reducing the deductibility for categories of expenses that facilitate the reduction of profit; – (eg consulting expenses of the mother companies for branches, etc.).
Tax adjustments:
– VAT: reduced quota increase from 5% to 9% (firewood energy). Increased rest of quotas reduced to 19% (without food and medicines);
– increasing excise duties by 10%;
– CASS taxation for pensions of over 4,000 lei;
– Increased tax on dividends and profit to 16%
– Increased property tax to individuals (PNRr mile) (correlation with the real estate market)
– Ecological Tax (PNRR mile)
– Increase in value for the Rovigneta fee
– reducing the unemployment period to 6 months. Currently, the unemployment period is up to 12 months, depending on the seniority in work: 6 months for the contribution period of up to 5 years, 9 months for the contribution period between 5 and 10 years, and 12 months for the contribution period over 10 years.
– stopping the exaggerated increase in the number of people who benefit from disability aid;
– social aids only where there are no jobs;
– elimination of exceptions for early retirement.
