Krasnoyarsk plans to create a unified ambulance dispatch service

In Krasnoyarsk they plan to create a unified dispatch service that will allow coordinating the dispatch of the nearest ambulance to the recently closest settlements – Emelyanovo, Berezovka, Divnogorsk, Sukhobuzimo. The information was presented during the report of the regional Accounts Chamber in Legislative Assembly edges.

Now ambulance service presented 6 substations staffed by 95 mobile teams, including 12 specialized ones. According to the Accounts Chamber, Krasnoyarsk lacks 38 general-purpose teams.

In 2024, about 370 thousand calls were made. Every second patient who called an ambulance was hospitalized in medical organizations. In 86% of cases, the ambulance team arrived on time – within 20 minutes; violations of the time limits were recorded in 50 thousand calls. With a staffing level of 1,260 units, the institution employs 839 people. Moreover, 40% of doctors working in the institution are over 60 years old.

The audit also revealed insufficient interaction between the ambulance service and clinics in Krasnoyarsk. As a result, emergency care for patients with chronic diseases and palliative care for cancer patients are affected. In particular, more than 200 calls per year to one patient were recorded. There are also problems associated with the digitalization of activities: there is no integration with medical information systems, the accounting of medications and the process of transferring data about patients who received emergency care to clinics are not automated.

About 1.3 billion rubles were allocated for the implementation of the institution’s activities in 2024, of which 94% were labor costs. The service is provided with 95 ambulances, but half of them have a service life of more than 5 years, and the specified maximum useful life is 7 years.

According to the chief physician of the Krasnoyarsk emergency medical care station, Sergei Skripkin, work to eliminate the comments began already during the inspection. For example, the possibility of building two substations in remote microdistricts of Krasnoyarsk – Solnechny and Myasokombinat – is being assessed. It is also planned to expand the provision of routine emergency care in clinics, which will be provided by paramedics. Patients of the new clinic in the Sverdlovsk region will be the first to evaluate it. After testing, the successful experience will be distributed to clinics in the region.

Sergei Skripkin said that in 2025, the salary of emergency doctors was about 145 thousand rubles, and for nursing staff – about 90 thousand rubles. An additional incentive to attract young doctors to the service was compensation for housing rental costs. Currently staffing levels are around 88%.

“The ambulance service is not just a link in the healthcare system, it is our first line of defense, taking on life-saving challenges every day. Time requires constant improvement. There is a lot of work ahead: digitalization, updating the vehicle fleet, coordinated interaction with the city’s outpatient department, staff support – these development vectors will help make the work of the service more efficient,” the chairman of the profile committee, Ilya Zaitsev, summed up the discussion.
