Europe's nuclear arsenal. Will it deter Putin?

Nuclear weapons and nuclear deterrence strategy, unfortunately, still remain the foundation of relative geo-political stability. Although Europe's nuclear arsenal is negligible, the strategic importance of the Old Continent is enormous.
Additionally, Russia's aggressive policy and uncertainty regarding the continued presence of the US in NATO structures are other reasons why the debate about:

European countries with nuclear weapons
France – Independent Deterrence System
France is the only European Union country with a full, sovereign nuclear arsenal. It maintains its own warheads, their delivery systems and an independent doctrine of use.
According to data from the Federation of American Scientists (source: FAS, 2025), France has approximately 290 nuclear warheads.
France conveying systems:
Maritime component (primary deterrent force):
- 4 Triomphant-class nuclear-powered submarines
- M51 ballistic missiles (range 6-9 thousand km)
- MIRV capability (several independently guided warheads)
- At least one ship is constantly on combat patrol
Aviation component:
- Rafale fighters
- ASMP-A missiles (range approx. 500 km, warheads with adjustable power)

The French doctrine of “dissuasion nucléaire” is based on the principle of “strict sufficiency” – the ability to inflict sufficient losses on the enemy, but without seeking to compete with the superpowers.

UK – Maritime-only deterrence
The UK has approximately 225 nuclear warheads (source: FAS, 2025). About 120 remain operational.
The British system is simplified – it relies solely on the maritime component:
- 4 Vanguard-class ships
- Trident II D5 ballistic missiles
The Continuous At-Sea Deterrence (CASD) strategy means that at least one ship is always on patrol.

American nuclear weapons in Europe – NATO Nuclear Sharing
IN within NATO, the US deploys B61-12 tactical nuclear bombs in Europe. According to FAS (source: FAS, 2025) it is located in Europe approximately 100 B61-12 bombs at five air bases in countries: :
- Belgium – Kleine Brogel
- Germany – Büchel
- Italy – Aviano, Ghedi
- Netherlands – Volkel
- Türkiye – Incirlik
Weapon remains under U.S. control and can be used by certified host nation aircraft (F-16, Tornado, F-35).

Russian nuclear weapons on the territory of Belarus
Until recently, Belarus did not have its own nuclear arsenal, because after the collapse of the USSR, all warheads were exported to Russia (1993–1996).
The situation has changed in 2023, when President Vladimir Putin announced the deployment of Russian tactical nuclear weapons on the territory of Belarus. The decision was supported by Alexander Lukashenko. This is the first time Russian nuclear weapons have been deployed outside Russia since the collapse of the USSR.

The remaining European countries are signatories Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and do not possess nuclear weapons or currently have nuclear programs. This includes, among others: Poland, but this situation may change.

As you can see, Russia and the USA own almost 90 percent. world nuclear arsenal.
France, Britain and other European countries with American B61 bombs lag significantly behind the two superpowers.

Fact
Europe in the regional dimension is a key area of East-West strategic confrontation. However, on a global scale, Europe's nuclear arsenal is negligible:
- Europe has only two independent arsenals (France and Great Britain)
- 5 European countries are the area of deployment of dependent American tactical weapons
- Europe has become a place of Russian aggression and the relocation of Russian nuclear weapons to Belarus
At the same time, Europe has no chance in the event of a nuclear attack by Russia, and the only foundation remains the nuclear deterrence strategy.
