In the Krasnoyarsk Territory, a criminal case was opened against the deputy general director of DRSU-10 for substituting construction materials for road repairs, the prosecutor’s office said.

In the summer of 2025, the administration of the Verkhneusinsky village council of the Ermakovsky district concluded 5 municipal contracts with the local branch of JSC DRSU-10 for a total amount of 2.1 million rubles. It was planned to repair 5 village streets — correct the profile of the gravel surface with the addition of a high-quality sand and gravel mixture in accordance with GOST. It should have contained no more than 15–25% gravel, the investigative department of the RF IC added.

But the manager decided to save money and instructed the workers to dig pits on the outskirts of the village to use the mixture extracted right there.

“Stones and boulders were scattered throughout the streets, fictitious certificates of completed work were issued, which the head of the village council accepted without comment. Money from the budget was immediately transferred to the contractor. The consequences of such an invention revealed themselves immediately: the roads were covered with cobblestones and became dangerous for everyone. Residents reported this to the prosecutor's office. A joint inspection with the regional FSB Directorate confirmed the deception – laboratory tests showed the mixture did not meet the standards,” — explained the prosecutor's office.

Based on the materials of the prosecutor's investigation, a criminal case of fraud was opened against the former head of the branch (Part 4 of Article 159 of the Criminal Code of the Russian Federation). During the inspection, he explained: “The work was entrusted to a master and had to be carried out in accordance with the municipal contract. I was not personally present on the premises. And “piles” of sand and gravel mixture were stored in case of an emergency.”
