Judge Raluca Moroșanu, two months after the Bucharest Court of Appeal conference:

Raluca Moroșanu, the judge from the Bucharest Court of Appeal who confronted the court management at the famous press conference organized after the Recorder documentary “Captured Justice”, was asked on Friday evening, on TVR Info, if anything had changed at CAB in the meantime.

“After this press conference, in an interview given to Recorder, you said this: “If something doesn't change now, it will never change”. Two months have passed since then. Has anything changed during this time?”, TVR journalist Ramona Avramescu asked judge Raluca Moroșanu.

“No. Or rather… it has changed, but rather for the worse, I would say. At least at the Bucharest Court of Appeal, because I want to emphasize that I can only speak about the Bucharest Court of Appeal, where I know exactly what is happening,” answered judge Raluca Moroșanu.

The judge added that she had not seen “frequent changes” and judges now have restrictions on the database.

“I would say that things have not changed for the better, although a certain silence has been left inside, within the premises of the building, so to speak. But otherwise I have not seen any particular changes, they are still changing completely… This week, on Monday, we were closed to access to the ECRIS database, to our internal file registration system, in the sense that we only have access to the part that pertains to each section (…) Similarly, access to the prosecutors was also closed”, he said Raluca Moroșanu.

Raluca Moroșanu also explained what effect this has on the work of magistrates.

“This means that our work is made more difficult. Because it was very easy for me to search directly in the computer. Indeed, there are other software, but I can't find everything I need there. As such, from my point of view, our work is slightly more difficult”, declared to the judge Raluca Moroșanu.
