PiS councilors proposed a draft resolution that would allow Warsaw residents to drive cars owned by them in the clean transport zone, regardless of the age of the cars. The bill was referred to the committee.
– The draft resolution aims to ensure that residents of Warsaw who owned any car on the date of adoption of the Clean Transport Zone do not have to replace it. This is the solution adopted by Kraków. I hope that Warsaw will also open up and adopt solutions convenient for its residents, said Dariusz Figura, head of the PiS councilors' club, before Thursday's session.
PiS councilor Christian Młynarek pointed out that this project applies to people who are registered in Warsaw and pay taxes here, as well as registered their vehicles before the date of entry into force of the SCT resolution, i.e. before January 1, 2024.
He explained that when buying a car, people who meet these criteria could not have known that a few years later the Warsaw authorities would prohibit them from entering the city center. He added that it is not possible to force all Warsaw residents to replace their cars with newer ones, because, for economic reasons, not everyone can afford it.
– This applies to a large group of residents, but it will certainly not make the clean transport zone lose its meaning, because people who are not registered in Warsaw will enter on the same terms as specified in the current resolution – he explained.
During the session, councilor Młynarek recalled that he had to wait two months for a legal opinion on this project, while other, much more extensive projects, obtain such an opinion in a few days. He noted that PiS councilors submitted an amendment taking into account the advice from the opinion. A new project with a self-amendment was submitted and a week ago it received a legal opinion containing further corrections that should be made to this project – despite the fact that the same solution operates in Krakow.
– Therefore, we have submitted another amendment, which has not yet received an opinion, I would like to submit a motion to refer this project to the infrastructure committee – he said.
The councilors unanimously accepted his motion and referred the project to the committee.
From January 1, 2026, petrol cars manufactured before 2000 and diesel cars older than 17 years are prohibited from entering the Warsaw Clean Transport Zone. Residents who own such cars and pay taxes in the capital must apply to exempt them from the ban.
