

According to him, when evasion of military service by Ukrainians does not have real legal consequences, then this is a “demonstration of the weakness of the system.” This is a violation of the law of Ukraine, for which responsibility should come through clear legal mechanisms – restriction of rights, blocking of accounts and other sanctions, suggests Nemichev.
“When the TCC is involved in this, the state is substituting the army. When law enforcement agencies are involved in this, it is the execution of the law,” wrote the Kraken commander.
He believes that for “search and coercion” there are law enforcement agencies and specialized units with appropriate powers. When these functions are actually transferred to the TCC, the state receives not an increase in the rule of law, but a reputational blow to the army.

Today, Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets reported that the number of complaints against the TCC during the full-scale war increased 333 times – from 18 complaints in 2022 to 6127 in 2025, writes Noviny.LIVE.
Context
In the spring of 2025, Lubinets reported that cases of violence and abuse of power by TCC employees had become widespread. At the end of December, in an interview with the founder of the GORDON publication, Dmitry Gordon, the Ombudsman stated that during the year he received approximately 6 thousand complaints regarding human rights violations by TCC representatives.
The Army said in September that about 90% of incidents blamed on the TCC turned out to be manipulations.
In January 2026, the new Minister of Defense Mikhail Fedorov promised to resolve the TCC problem. He said that 2 million Ukrainians are wanted, another 200 thousand are in the SOCH.
