The e-bloc.ro platform, used by thousands of owners' associations for the online payment of maintenance expenses, has been temporarily suspended since Tuesday, January 20, in terms of payment processing functionality, following a decision by the National Bank of Romania (BNR), according to Oficiuldeștiri.ro. Contacted by HotNews.ro on Wednesday, Dan Suciu, the spokesperson of the BNR, stated that the company notified the Central Bank that it exceeded the turnover of one million euros, which is why it was informed that it must be licensed as a payment intermediary or work with a payment intermediary.
“I told them that they had to comply with the law, and so the company suspended the use of the application. If you have a turnover of less than one million euros, you can provide such services, according to an exception from the legislation, and that's how they have been able to provide these services until now,” the BNR official added.
The suspension entered into force on the evening of January 20, 2026 and strictly targets the component that allows owners to pay for maintenance through the E-BLOC.RO platform and integrated media, Oficiuldeștiri.ro wrote.

The decision comes after XiSoft Servicii SRL, the company that operates the e-bloc platform, notified the BNR regarding the inclusion of its payment services in an exclusion regime provided by the legislation in force. In other words, the operator requested clarification on whether the services offered can operate without specific authorization, based on a legal exception.
Following the analysis, the BNR officially sent, on January 20, 2026, that said exclusion cannot be applied in this case and requested the immediate suspension of the provision of payment services through the platform.
XiSoft, the company that operates the e-bloc.ro platform, announced that it fully complies with the supervisory authority's request, according to a message published on the Facebook page “Owners' associations – presidents, censors, administrators, owners”

According to the information sent to customers, “all transactions initiated by owners and executed up to the time of suspension will be processed and completed in full, without being affected.”
In other words, owners who paid maintenance before the suspension do not risk losing money, and associations will receive the related amounts.
When could the app be functional again?
The firm says that it is “actively working on the implementation of an alternative solution, already in discussions with banking partners, a solution that would further facilitate access to payment services, in a framework according to current legal and regulatory requirements”.
“The implementation time can vary, depending on the complexity of the integrations and the approval processes, from a few weeks to a few months,” the company's message also states.
XiSoft, which developed the BlocManagerNET software and the e-bloc.ro platform, are used for the administration of over 20,000 owners' associations in Romania, is owned by Pavel Varvari, according to Avocatnet.ro.
