The Romanian authorities officially adopted Law no. 275/2024, which makes significant changes regarding the payment of the rovingia. These changes came into force in 2026 and are aimed at facilitating the payment process for drivers driving on public roads in the country.

Rovinieta is the user fee for the national road network in Romania and is mandatory for all vehicles. It can be purchased for different validity periods, depending on the needs of each driver. Validity periods vary between 1 day, 7 days, 10 days, 30 days, 60 days or 12 months. These options allow flexibility in the use of national roads in Romania, giving drivers the opportunity to choose the most suitable option according to the duration and frequency of trips.

Validity and rates are determined by vehicle type, and to avoid penalties, drivers must ensure they purchase the appropriate vignette before using the national road network.

For a regular car, the costs start from:

  • about 3.5 euros for a day,
  • 6 euros for a period of 10 days,
  • 9.5 euros for a validity of one month,
  • 15 euros for 60 days and up to 50 euros for a whole year of circulation.

Rates are higher for commercial vehicles or for the transport of goods and passengers, depending on the total weight and class, according to CNADNR.ro.

Currently, the purchase process is fully digitized and the verification cameras automatically read the registration numbers. Drivers can purchase the toll online on the CNAIR website, directly from partner applications or from most gas stations in the country. The payment is instant, and the proof appears in the system without the need for a document to be printed or stuck on the windshield.

There are several ways to purchase a scrap:

  • Online, on the official website of CNAIR in the ruins section.
  • Directly from gas stations all over the country, where most points sell rovinitas.
  • Through self-pay terminals in shopping centers or stores.

However, the authorities recommend carefully checking the data entered, especially the registration number and the country of the vehicle. A single wrong digit can lead to automatic invalidation and penalties, even if the tax has been paid correctly.

Big fines for not paying the road tax

Monitoring is done through hundreds of cameras located on national roads, at fixed and mobile points. For cars, the fine starts from 500 lei and can reach up to 1,000 lei, depending on the category of the car and the situations found. Transporters can receive significantly higher penalties, and fines for trucks even exceed 20,000 lei, according to the updated rules.

Some of the changes were introduced in the autumn of 2025, when the increase in tariffs and the alignment of penalties came into force. In parallel, the authorities are discussing the possibility of a future system based on distance-based charging, similar to that used in other European states.

The essential rule is simple. Before going on the road, every driver must check that they have a valid driver's license. For those who drive frequently, the one-year option remains the most financially advantageous. CNAIR advises drivers to avoid obscure websites and use official platforms or verified partner channels, in order not to pay a tax that is not registered in the system.

Changes brought by Law no. 275/2024

One of the main changes introduced by Law no. 275/2024 is the possibility of paying the fine for the current day until midnight of the following day at the latest. This exception applies to users of vehicles registered in Romania, starting in 2026. However, the sticker can currently be purchased until midnight on the day the trip was made.

The law also brings changes to the way the wreckage is checked for vehicles registered in other states. Inspectors from the State Inspectorate for Road Transport Control, traffic policemen, CNAIR staff at border crossing checkpoints and border policemen will be able to detect contraventions and apply sanctions on the spot, after identifying the driver.

Introduction of the TollRo system for heavy vehicles

As of January 1, 2026, the TollRo system will be introduced for vehicles with a maximum authorized mass of more than 3.5 tons. It will calculate the toll based on the number of kilometers traveled and a rate per kilometer to be determined later.

The new law brings flexibility regarding the payment of the toll, allowing it to be paid up to midnight of the day following the use of national roads. However, these provisions will only apply from 2026. Until then, it is essential that drivers pay the fine before setting off on the road to avoid penalties.
