The number of public catering establishments in Russia continues to decline. In November 2025, their number decreased by 3.1% year-on-year, to 115 thousand, according to Yandex. Kart”. The most noticeable drop was recorded in the sushi bar and pizzeria segments, where the number of outlets decreased by 7.5% and 6.4%, respectively.
Experts attribute the trend to rising costs for personnel, rent and food, as well as more subdued consumer demand. According to Focus Technologies, the number of orders in cafes and restaurants in Moscow in January-October 2025 decreased by 5%. An additional factor was the reorientation of some consumers towards ready-made food and delivery services, the turnover of which increased by 32% over nine months.
The margins of the restaurant business have almost halved in recent years – from 20–25% to 10–12%, market participants note. Closures are also influenced by regional policies restricting alcohol sales and high borrowing costs, which are holding back the opening of new projects.
At the same time, the number of registered entrepreneurs in public catering continues to grow: according to Tochka Bank, in the registers of the Unified State Register of Legal Entities and the Unified State Register of Individual Entrepreneurs, their number increased by 5% year on year. Experts attribute this to the restart of businesses and testing of new, narrower formats, but expect that the overall reduction in the number of establishments in the industry will continue.
