Germany is tightening cooperation with Ukraine. They announced a ten-point plan


Of the ten points, the first concerns regular consultations between defense ministries on arms policy. The next ones include: the creation of a liaison office for the Ukrainian arms industry in Berlin called “Ukraine Freedom House” and the strengthening of military staff at the German embassy in Kiev.

According to the document, Ukraine is to produce its own combat drones in Germany. For this purpose, an agreement has already been concluded between the Ukrainian drone manufacturer Frontline Robotics and the German arms company Quantum Systems.

The government in Berlin is also considering using federal investment guarantees to support the involvement of German arms companies in Ukraine. Both sides are to introduce measures to prevent corruption in arms purchases.

The plan also provides for an analysis of the possibility of joint purchases of weapons intended to protect NATO airspace, in particular interceptor drones. These weapons would be produced in Ukraine. Reuters estimates that by announcing the plan, Berlin and Kiev are trying to send US President Donald Trump a signal that Europe is on Ukraine's side.

“A strong Ukrainian defense industry is crucial to defense against Russian invasion and is an important element of security guarantees intended to deter future Russian aggression,” says the document, made available during Ukrainian President Volodymyr Zelensky's stay in Berlin.

Talks in Berlin. European leaders will join

The second round of talks between Volodymyr Zelensky and the Ukrainian delegation with US President Donald Trump's envoys: Steve Witkoff and Jared Kushner ended on Monday in Berlin.

In the evening, Volodymyr Zelensky and German Chancellor Friedrich Merz are to be joined at the chancellor's office by top European politicians. The American delegation was also invited to this session of negotiations, probably the last one in Berlin.
