The Minister of Energy announces a regulation. Cogeneration fee without increases


In 2026, the cogeneration fee will be the same as now – PLN 3 per MWh. This is a fee that finances the support system for cogeneration units – which simultaneously produce electricity and heat.

The stakes don't change
“We have abolished the transition fee – it will not be available from 2026, and after assessing market factors, production costs and the situation on the energy market, I decided to maintain the cogeneration fee at the current level – PLN 3 per MWh. This solution ensures a balance between the interests of energy consumers and the manufacturing sector” – emphasized the Minister of Energy.
According to the Ministry of Energy, in 2026 the rate remains at the level of 2025, i.e. twice lower than the one set by the previous government for 2024. It also notes that in 2023 the fee was PLN 4.96/MWh, and in 2024, by the regulation of October 20, 2023, it was increased to PLN 6.18/MWh.
“Actions to reduce burdens”
According to the ministry, maintaining the rate at PLN 3 per MWh enables further support for the development of heat and power plants, while maintaining the predictability of costs for energy consumers. According to the Ministry of Energy, the decision is part of actions aimed at reducing the burdens imposed on households and enterprises.
The cogeneration fee is one of the instruments for financing producers who produce electricity and heat in one process. Its amount is determined on the basis of the costs of operating the support system, and the legal basis for its calculation is Art. 64 section 4 of the Act of December 14, 2018 on the promotion of electricity from high-efficiency cogeneration (Journal of Laws of 2024, item 639).
