In the Krasnoyarsk Territory, the prosecutor requested 9 years in prison for the ex-deputy director of the department of the Ministry of Education and Science of the Russian Federation for accepting a bribe with assistance in government procurement of leasing agricultural equipment.

Regional prosecutor Roman Tyutyunik spoke in the debate between the parties in a criminal case against the former deputy director of the Department for Coordination of Activities of Organizations in the Field of Agricultural Sciences of the Russian Ministry of Education and Science and the head of KM-FINANCE LLC. They are accused of giving (Part 5 of Article 291 of the Criminal Code of the Russian Federation) and receiving a bribe (Part 6 of Article 290 of the Criminal Code of the Russian Federation).

According to investigators, in 2022, the 34-year-old official offered to help the company’s executive director win a tender that would allow him to conclude contracts for the purchase of agricultural equipment on lease. For his patronage, he demanded a bribe – 2% of the cost of the supplied equipment. The money was transferred to the accounts of individual entrepreneurs under his control.

To implement this plan, commercial proposals were sent to scientific institutions on behalf of the company, and the official recommended concluding contracts with it. Thus, businessmen entered into 33 government contracts for a total amount of 930.4 million rubles, of which more than 597.1 million rubles are the cost of equipment. The businessmen promised to transfer only 11.94 million rubles to the official. By the time of his arrest, he had received 6.85 million rubles.

Speech by the prosecutor at the debate in court

The head of the regional prosecutor's office insisted on punishment of 8 and 9 years in prison for the defendants serving in a maximum security colony. Additionally, they are proposed to be prohibited from holding certain positions for a period of 8 years each and to pay a fine in the amount of a bribe – 11.9 million rubles. The regional prosecutor also proposed to the court to confiscate funds in the amount of the equivalent of the bribe received – 6.8 million rubles.

Roman Tyutyunik emphasized: “A bribe by an official is a betrayal of the service and a blow to power. For this there is only harsh punishment and deprivation of positions. The characteristics and data on charitable activities presented by the defense should not mitigate the punishment, because the defendant’s generosity appeared only after the initiation of the case.”
