Ukraine's European allies said they were not involved in drafting the original 28-point plan and harshly criticized several proposals before coming up with a counterproposal.

EU leaders met on Monday to discuss Ukraine on the sidelines of the EU-African Union summit in Luanda, a spokesman for European Council President Antonio Costa said.

Leaders not present at the summit have been invited to participate via video conference, the spokesman said.

Nicușor Dan participates in videoconference format, at the informal meeting of EU leaders regarding Ukraine, the presidency announced.

Ukraine's European allies said they were not involved in the development of the original 28-point plan, and harshly criticized several proposals, including those on territorial control, security guarantees or the reduction of the Ukrainian army.

They later presented a counterproposal that would soften some of the proposed territorial concessions and include a NATO-style security guarantee from the United States for Ukraine should it be attacked.

A united and coordinated position of the European Union is essential to ensure a “positive outcome” of negotiations to end the war in Ukraine, European Council President Antonio Costa said on Monday after talks with Ukrainian President Volodymyr Zelenskiy.

“I spoke with Zelenski ahead of this morning's informal meeting of EU leaders on peace efforts in Ukraine to get his assessment of the situation. A united and coordinated EU position is essential to ensure a good outcome of the peace negotiations – both for Ukraine and for Europe,” Costa wrote on X.
