Below is the content of the draft security guarantee for Ukraine, presented on Friday by Axios:
“This framework sets out the terms of the armistice between Ukraine and the Russian Federation and provides a security guarantee based on the principles of Article 5 of the North Atlantic Treaty. It is adapted to the circumstances of this conflict and the interests of the United States and its European partners.
1. The United States confirms that a significant, deliberate and sustained armed attack by the Russian Federation on the territory of Ukraine across the agreed ceasefire line will be considered an attack that threatens the peace and security of the transatlantic community. In such an event, the President of the United States, exercising his constitutional powers and after immediate consultations with Ukraine, NATO and European partners, determine the measures necessary to restore security. These measures may include military, intelligence and logistical assistance, economic and diplomatic actions, and other steps deemed appropriate. Each the alleged violation will be analyzed by a joint assessment mechanism with NATO and Ukraine.
2. NATO members, including France, Great Britain, Germany, Poland and Finland, reaffirm that Ukraine's security is an integral part of European stability and commit to acting in concert with the United States in response to qualifiers to ensure a unified and credible deterrent.
3. This framework shall enter into force on signature and will remain valid for ten years, renewable by mutual consent. The Joint Monitoring Commission will supervise their complianceled by European partners with the participation of the United States.
