Poland is intensifying its efforts to strengthen energy security. The development of fuel, electricity and gas infrastructure is becoming a strategic pillar in building the state's resilience. PERN's key investment in the Fuel Base in Dębogórze has just been completed, which – through the expansion of three new tanks – has become the largest fuel base of this type in Poland. The company also signed a preliminary cooperation agreement with the North Atlantic Treaty Organization Investment Department regarding the connection of the Polish pipeline system to the allied logistics network.

– The investment in the Fuel Base in Dębogórze significantly increases the company's logistics capabilities. PERN is not just an ordinary logistics operator – it is a company that cares about energy security in the fuel dimension, in practice it acts as a logistics system operator and ensures the security of fuel and raw material supplies to entrepreneurs and citizens. Energy security in today's difficult geopolitical times is crucial, and this investment increases it in a very significant way – says Wojciech Wrochna, government plenipotentiary for strategic energy infrastructure, secretary of state at the Ministry of Energy, in an interview with the Newseria agency.

– We are all fully aware that we must invest in this security. In the coming months and years, we will increase investments in warehouse logistics.

The largest facility in the country

Three new tanks with a total capacity of 150,000. m³ increased the storage capacity of the Fuel Base in Dębogórze to over 500,000. m³, making it the largest facility of this type in the country. The investment value was nearly PLN 150 million. The base, located in the immediate vicinity of the Port of Gdynia, is today one of the main logistics hubs of the national fuel system. PERN is simultaneously implementing projects in Koluszki, Kawice and Nowa Wieś Wielka, expanding storage capacity and railway infrastructure.

In October, the company signed a preliminary agreement with the North Atlantic Treaty Organization Investment Department regarding the expansion of the national fuel infrastructure in order to connect it to the NATO system. The project includes the construction of approximately 300 km of new pipelines from the border with Germany to the PERN base in the Bydgoszcz area and the construction of fuel tanks for the Polish Armed Forces and allied forces. This means technical connection of the national network to the Alliance's logistics system. The project is of key importance for strengthening the state's energy and defense security.

– This is dual-use infrastructure. On the one hand, it will ensure military security for the Polish army, and on the other hand, it will be able to be used on a daily basis to ensure and increase the logistic security of the fuel market – explains Wojciech Wrochna. – This is a very important investment that we are just starting and which has not been launched for many years. Now it finally worked.

Poland will be connected to the NATO pipeline network for the first time

Thanks to this, Poland will be connected for the first time to the NATO pipeline network, which will enable flexible and safe fuel supplies, also in crisis situations.

As the government representative emphasizes, energy security means – in addition to fuel supplies and storage facilities – also electricity networks allowing for stable energy supplies to consumers, but also an extensive gas network enabling gas transmission. Investments are also being made in these areas.

– Massive investments by Polish Power Grids are underway in the network to avoid blackouts and to build the resilience of the Polish grid. Over the next 10 years, PSE will invest PLN 60 billion in network development. This is huge money for security. We are also starting work on the construction of the first Polish nuclear power plant – says the expert. – We have secured financing for this investment, the first decisions authorizing preparatory work have already been made and another felling for the construction of this investment is currently starting.

They are building the first floating FSRU terminal for receiving liquefied natural gas

In turn, in the context of gas supplies, Gaz-System is implementing a significant investment in Gdańsk in the construction of the first floating FSRU terminal for receiving liquefied natural gas. He also conducts procedures for the second floating regasification terminal. The goal is to make Poland a regional gas hub of Central Europe.

– These are further opportunities to increase, on the one hand, energy security, but also to a significant extent Poland's economic security. Such a gas hub means lower prices and costs of gas transmission, and this will be felt in a tangible way by all those who use these networks – explains the government representative for strategic energy infrastructure.

As Gaz-System recently reported, the most advanced works are currently taking place in the onshore part of the FSRU terminal, and those at sea are entering a key phase. The maritime part of the investment includes the design, construction and commissioning of a quay, a technological installation with accompanying systems, as well as the construction of an undersea gas pipeline with a length of approx. 3 km. After landing on land in Górki Zachodnie, the submarine gas pipeline will be connected to the newly built Gdańsk – Gustorzyn gas pipeline, and thus to the national gas transmission system. The onshore part of the FSRU Program is scheduled to be completed in 2026 – then the necessary infrastructure will be ready to transmit the gas received in Gdańsk.

– There are a lot of investments only in the area that is supervised by the plenipotentiary for strategic energy infrastructure. If we collect all of them, we are actually talking about hundreds of billions of zlotys that will be invested in the Polish economy. We also focus strongly on local content, so Poles and Polish enterprises will benefit from it – emphasizes Wojciech Wrochna.
