Russia’s Satellite Network ‘Rassvet’ Could Alter Ukraine Conflict

Russia’s Satellite Network ‘Rassvet’ as an Alternative to Starlink

Russia is swiftly expanding its satellite network, ‘Rassvet’, which is perceived as a potential threat to Ukraine. According to analyst Senik, if Russia successfully launches ‘Rassvet’ by the end of 2026, it could enable real-time strikes against Ukrainian targets.

Senik emphasized that unless sanctions are imposed on companies involved in satellite production, the feasibility of this program for Russia could fundamentally change the dynamics of the conflict.

He also noted that Ukraine urgently requires around 300 additional interceptors for its Patriot air defense systems, highlighting that Russia is producing over 100 ballistic missiles each month.

Background Context

  • Starlink has not been operational in Russia since the start of the year, following a request from the Ukrainian Ministry of Defense to SpaceX.
  • On May 31, former advisor to the Ukrainian defense minister, Serhiy Beskrestnov, mentioned that the ‘Rassvet’ system could pose a future military threat to Ukraine, although it is currently in the testing phase. He explained that at least 200-250 satellites are needed for stable global data transmission, with Russia planning to deploy up to 300 satellites in the coming years and expand to approximately 1,000. However, actual combat use remains challenging due to insufficient satellite numbers and lack of stable coverage.
  • Vadym Skibitsky, deputy head of the Main Intelligence Directorate of the Ukrainian Defense Ministry, reported on August 10 that Russia has accelerated the deployment of the ‘Rassvet’ satellite system.
  • On September 20, Beskrestnov stated that Ukraine needs to develop electronic warfare systems before the aggressor nation’s satellites are placed in orbit.
  • The publication ‘Gordon’ has reported on Russia’s advancements, detailing the threats posed by ‘Rassvet’ and strategies for counteraction.
