Changes in Ukraine from October 1: Student Preparation, Time Shift, and Tariff Increases

As of October 1, several significant changes will take effect in Ukraine, including new educational requirements for students, a shift to winter time, and increased tariffs from Kyivstar, the country’s largest mobile operator.
Starting this month, higher education institutions will introduce a new discipline, “Fundamentals of National Resistance,” into their curricula. Students who fail to complete this course or do not pass the final assessment may face expulsion.
Additionally, Ukraine will transition to winter time on the night of October 24, with clocks moving back from 4:00 AM to 3:00 AM, resulting in a longer night.
On October 8, Kyivstar will raise tariffs for some users, increasing the price of at least four plans by 50 to 60 UAH.
Furthermore, a financial assistance program will offer 19,400 UAH for vulnerable populations living in frontline areas; applications must be submitted by October 30.
Military personnel with existing deferments can now apply for extensions through the Centralized Administrative Services Center (CASC) if less than 30 days remain before their deferment expires.
From October 1, Ukraine will reinstate full labeling requirements for food products and animal feed, which had been simplified since the onset of the full-scale war.
Lastly, as of October 23, a significant portion of debt collection procedures will transition to an electronic format.
