Seven months after the Clean City operation, Kyiv Mayor Vitali Klitschko still has not addressed the role of his associates in a land scandal. The National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) discovered a criminal organization that controlled land decisions by the Kyiv City Council, employing a scheme described as the “toilet scheme” to divert city land.
Several members of Klitschko’s team, including his former deputy and the chairman of the land commission, have been implicated. The Clean City operation has intensified suspicions about who truly exerted influence over the capital’s land policy.
Klitschko has led Kyiv for over a decade, appointing officials and overseeing the city’s governance structure. He must clarify how such a system could have persisted for years, who made the land decisions, and who will be held accountable. Citizens are demanding explicit explanations, and the mayor cannot evade political responsibility through silence.
