Kyiv and Region Designated as Areas of Increased Military Risk
Timur Tkachенко, head of the Kyiv Regional State Administration, clarified that the classification of Kyiv and its region as areas of increased military risk does not introduce new restrictions or alter daily life. This decision primarily impacts businesses, allowing them to insure property against the consequences of attacks from the aggressor state, Russia, and to receive government compensation for part of the insurance cost.
According to Korytskyi, this measure aims to facilitate quicker compensation for businesses whose assets are damaged or destroyed due to shelling.
The government has also expanded the list of insurable assets to include fuel, transport for its transportation and storage, agricultural machinery, trucks, and trailers. The maximum compensation for insurance premiums for one enterprise has increased from 3 million UAH to 5 million UAH annually, and the program now covers rented properties.
Korytskyi noted that a separate item for military risk insurance is included in the draft state budget for 2027, but the existing program has already been expanded.
Furthermore, the government has increased state support for major projects in the fuel sector, logistics, trade, and manufacturing. Preferential loans will be available for restoring infrastructure and replenishing working capital, with the state compensating 5.5% of the annual interest, and a maximum limit of 1 billion UAH for groups of affiliated companies.
Context
- The aggressor state’s forces have intensified drone and missile attacks on the Kyiv region. Recently, Russian attacks have targeted civilian enterprises and warehouses of large retail chains. According to Taras Vysotskyi, Minister of Agrarian Policy and Food, approximately 90% of the logistics for food products in retail networks have been destroyed. He emphasized that there is no threat of a shortage of basic food products, although the variety of goods may be somewhat reduced.
