Russian Deputy Foreign Minister Mikhail Galuzin has proposed the introduction of temporary external management in Ukraine, suggesting it could be executed under the auspices of the UN, the United States, European countries, and “Russian partners.” This proposal aims to facilitate elections for Ukraine’s highest leadership and is part of an ongoing discussion about resolving the conflict.
Galuzin referenced earlier remarks made by Russian President Vladimir Putin, who indicated that such a framework would enable Russia to negotiate peace in Ukraine. This statement comes amid discussions about potential changes in Russia’s leadership, with former Echo of Moscow editor Alexei Venediktov hinting at Foreign Minister Sergey Lavrov’s possible resignation. Venediktov speculated that Galuzin could be a likely successor to Lavrov.
This is not the first time Galuzin has mentioned Russia’s readiness to discuss temporary external management in Ukraine, having made similar comments previously in February.
