The “Fuel Prices Lower” package was introduced at the end of March as a response to the sharp increase in fuel prices caused by the energy crisis and tensions in the Middle East.
The program includes reducing VAT and excise duty on gasoline and diesel oil, as well as introducing a maximum price mechanism at gas stations. The aim was to reduce the costs incurred by drivers and alleviate the inflationary pressure related to the rising prices of energy raw materials.
As part of the adopted solutions, the VAT rate on gasoline, diesel oil and biocomponents was reduced from 23 percent. up to 8 percent At the same time, excise duty was reduced by 29 groszy per liter of petrol and by 28 groszy per liter of diesel oil.
Excise duty is back, VAT will remain
As “Super Express” reminds, As of Monday, the regulation allowing for a temporary reduction in excise duty on fuel ceased to apply. Prime Minister Donald Tusk announced earlier that the entire protective program would be gradually phased out in the summer.
According to information obtained by PAP from a source close to the Ministry of Finance, the government does not plan to extend the reduced excise tax rates again. From June 15, only lower VAT and the maximum price mechanism at gas stations will apply.

Billions of costs for the budget
The protection program involves large expenses on the state side. Estimates of the Ministry of Finance show that the monthly cost of reduced excise duty is approximately PLN 700 million, while maintaining lower VAT means a loss of budget revenues of PLN 900 million per month.
In total, both mechanisms cost the state budget approximately PLN 1.6 billion every month.
