Traffic violations in Ukraine will be recorded in a new way and there will be points. What changes is the Ministry of Internal Affairs preparing for violating drivers?


The first stage of the new system of responsibility for violating traffic rules will provide for the accumulation of repeat violations and the application of tougher sanctions. This was stated by the Minister of Internal Affairs of Ukraine Igor Klimenko, who was quoted by hromadske on June 9.

Earlier, Prime Minister of Ukraine Yulia Sviridenko reported on the preparation of a “set of solutions” that should help reduce accident rates and strengthen discipline on the roads. Among the planned decisions she named are increased penalties for systematic violations of traffic rules, in particular speeding, tougher sanctions for repeat violators, improved recording of violations and regulation of the use of light personal electric vehicles.

The first stage, according to Klimenko, will involve the accumulation of repeated violations and the application of enhanced sanctions.

He noted that we are talking about a mechanism in which, for example, after a certain number of speeding violations, the driver may receive additional restrictions – up to the deprivation of his license or the need to retake exams.

“Now we are talking about the operation of a system that will record, for example, 10 violations of speeding, and there will be some sanctions. For example, the confiscation of a driver’s license, or some restrictions, or retaking the license. The sanctions should be clear to our people. I think that the point system will be the next stage, because a huge digital infrastructure must be built. And we cannot promise that it will work in six months, for example, or in a year,” the minister explained.

The system must also take into account the severity of traffic violations.

“If we are talking about violating the rules due to exceeding the speed by 10 km/h, this is one thing. When the speed limit is 50–80 km/h, this can already be a tragedy,” Klimenko emphasized.

The head of the Ministry of Internal Affairs added that a draft of changes is currently being prepared in cooperation with the National Police, deputies and experts, as well as the development of digital infrastructure for the implementation of the system. The “draft,” according to him, is being prepared “for today or tomorrow.”
