The report on the cancellation of the elections, “within a reasonable period”, announces Nicușor Dan. “I'm impatient too”

President Nicușor Dan stated, on Saturday, in Constanța, that the report on the cancellation of the 2024 presidential elections will be presented “within a reasonable period”. The head of state refused to give a more precisely formulated term, saying that he had provided estimates before, and the report had not been published.
To the question related to when the report will be published, Nicușor Dan answered: “There are several work options. There have always been collective and sectoral reports on what happened. We will have a full report in a reasonable time, I will not give you a time now.”
“I, too, am anxious to close this chapter in our recent history,” the president continued, stating that there are two perspectives that will be mentioned in the report, one legal and one related to Russia's interference in the electoral process.
“I want a more general picture”
“From a legal point of view, the matter is clear: we had a candidate who flagrantly violated the electoral law and put himself in an unfair situation compared to the other candidates. Regarding the Russian influence, we already have a report from the General Prosecutor's Office that proves that there were Russian companies behind this action,” the president stated.
He believes that these sectoral matters are quite technical, which is why he wants the full report to provide the big picture, in a form that is clear to people.
“What I want from the report is to have a more general picture, which is much easier to understand by a wide category of the population (…) And then many people will say 'Yes, we have Russian influence'”, believes Nicușor Dan.
Asked again to give an approximate date when the report could be made public, Chairman Dan said, “I've given some deadlines before, and for that reason I don't want to give another one now.”
A term already passed
In early December 2025, the president indicated January 2026 as the deadline for the presentation of the report.
“Perhaps at the end of January, so to give an approximate deadline”, said Nicuşor Dan, when asked about the report on the cancellation of the presidential elections, in a statement given to the press.
“What is certain that has changed is our awareness of this campaign of disinformation, manipulation on the part of Russia. I, as a politician and a somewhat informed person, tell you honestly that, before the moment of December 6 last year, it seemed to me that this thing was absolutely peripheral, and we realized that it is not,” the president stated at the time.
The first report presented by the President
So far, President Nicușor Dan has only published the report he presented to European leaders regarding the cancellation of the 2024 presidential elections. The report entitled “Analysis of the hybrid war waged by the Russian Federation against Romania” was presented in October 2025.
The main tools used in hybrid warfare were the following, according to the report:
- Cyber attacks
- Destabilizing covert actions
- Political subversion
- Disinformation and propaganda
Cyber attacks in Romania began as early as 2022, the report states, and they were “coordinated by actors from the Russian Federation.” The report states that “definite links with the Russian Federation of the main collaborators of the presidential candidate Călin Georgescu have been documented”, with Horațiu Potra being explicitly mentioned.
