The Bucharest Court suspends the decision by which Mayor Ciprian Ciucu abolished 30% of the positions at the Capital City Hall

The decision of the General Council concerned the dismissal of 170 people. The dismissal procedure is ongoing.

After the decision by which the organizational chart was approved was challenged in court by the Forum Trade Union from Public Administration, the Bucharest Court suspended it on Friday.

“The court suspends the execution of the Decision of the General Council of the Municipality of Bucharest no. 106/02.04.2026, the Provisions of the General Mayor no. 591/15.04.2026 and 592/15.04.2026 and implicitly the methodologies approved by these two provisions, until the ruling of the court of first instance”, the court portal states.

The sentence is enforceable by law, but it can be appealed within 5 days of communication. Until the appeal is heard, the dismissal proceedings must cease.

“The organizational chart of the PMB has been suspended! Honesty, not tricks,” wrote Dumitru Gherdan, the leader of the Forum trade union in the Capital City Hall, on his Facebook page.

170 people, affected by layoffs

On April 2, the General Council approved, at the proposal of Mayor Ciprian Ciucu, the new organizational chart of the Capital City Hall.

According to the document, the total number of positions in the PMB was reduced from 1,272 to 848.

The 848 positions are distributed as follows: 694 public positions, of which 87 are management positions, 151 contractual positions, of which nine are management positions and three are of public dignity.

Before this decision, the Capital City Hall had approved a number of 1,272 positions, of which 970 were occupied. Concretely, the mayor Ciprian Ciucu announced that 170 people will be fired from the Capital City Hall after the approval of the new organization chart. Dismissal procedures are ongoing.

They accused the lack of consultation with the unions

The unionists present at the meeting, on April 2, accused that the project was put on the agenda without consulting the unions and asked to be removed from the agenda.

“We request the withdrawal from the agenda of the draft decision because it was not discussed with the trade union organizations, it was not negotiated, the documents were not made available to us and many workers from another institution were brought in. We do not understand why a real debate with the unions is not wanted. It is outrageous that they treat us with contempt”, said Pompiliu Buzduga, president of the “Forum” Union and vice president of the National Federation Administration Trade Unions (FNSA).

Dumitru Gherdan, the leader of the Forum trade union from the Capital City Hall, accused the way in which the decision to abolish the positions was taken, saying that the discussion with the unions was only simulated, without any document being presented.

“I was in the trade union delegation at the meeting with the representatives of the mayor, they called us for discussions without any document. Consequently, we said that we do not consider that meeting to be a consultation”, accused Gherdan, on April 2.

“A town hall with approximately 1,000 employees is not functional”

In reply, the mayor Ciucu, declared at the time that he was obliged by the government to reduce the organizational chart by 30%.

“A town hall with approximately 1,000 employees is not functional, the mayor decides according to the policies he has to implement, where he needs people. There is no problem of the best ones leaving. If we do not have this project voted, we will not receive the next quota, the money from the Government. This town hall has not been reorganized for 20 years, the number of positions has still increased,” Ciucu said.

Also then, the mayor Ciprian Ciucu proposed, and the General Council also approved, the merger of 10 subordinates of the Capital City Hall into two new institutions.

It is about the establishment of the Public Domain Administration of the Municipality of Bucharest, a new structure that will have 511 positions, of which 43 are management (8 directors and the rest service heads). This will encompass the Lakes, Parks and Recreation Administration, the Cemeteries and Crematoria Administration and the Plant Protection Center.

In order to merge the institutions of performance and organization of events, it was decided to establish the institution Arte si Evenimente Urbane Bucharest, a new structure with 155 positions, 14 of which are management positions.

This will include the Center for Cultural Projects of the Municipality of Bucharest – ARCUB, the Center for Creation, Art and Tradition of the Municipality of Bucharest, the Cultural Center Expo Arte, the Cultural Center “Lumina”, the Center for Educational and Sports Projects Bucharest – PROEDUS, the Center for Youth of the Municipality of Bucharest and the Bucharest Art School.

And the reorganization of subordinates, challenged in court

And the two decisions by which the 10 institutions were merged into two new entities are being challenged in court.

The decision of the General Council 107/02.04.2026 by which the Public Domain Administration of the Municipality of Bucharest was established was attacked by the Free Trade Union of the Cemeteries Administration, which demands the suspension of the normative act, the next deadline being on June 10.

The decision of the General Council 108/02.04.2026 aimed at the establishment of the institution Arte si Evenimente Urbane Bucharest was challenged in court by several natural persons, who demand its suspension, but they lost in the first instance, on June 2. The decision can be appealed.
