What did Marco Rubio say?
Rubio said during his Senate hearing: “It will depend on the circumstances at the time, but we would like to get this over with as quickly as we can. The basic policy of this country is to sanction their crude oil. These are time-limited licenses to make more of the global (oil) supply available.”
