Regions of Siberia will prepare proposals to strengthen the budget system

Issues of budget execution in 2025 and the balance of regional finances were discussed at a meeting of the coordination council for finance, taxes and budget of the Siberian Agreement Interregional Association. This was reported by the Ministry of Finance of the Krasnoyarsk Territory.
The meeting was held in a video conference format, chaired by Deputy Prime Minister of the Krasnoyarsk Territory Vladimir Bakhar. Representatives of legislative and financial bodies of the regions of the Siberian Federal District, as well as experts, took part in the discussion.
“In the current conditions, it is important for the regions to maintain a balance between budget consolidation and the need to achieve the country’s national development goals, continue infrastructural and territorial development, and fulfill all social obligations, including support for the special operation participants and their families,” noted Vladimir Bakhar.
According to him, the regions will have to not only improve the quality of financial management, but also build more effective interaction with the federal center.
First Deputy Minister of Finance of the Krasnoyarsk Territory Pavel Kirsanov presented summary data on the regions of Siberia. According to him, the volume of investments in fixed assets in the constituent entities of the Siberian Federal District in 2025 reached 4.2 trillion rubles, which is about 10% of the all-Russian figure.
The income of the consolidated budgets of the Siberian regions at the end of the year amounted to 2.4 trillion rubles, expenses – 2.6 trillion rubles. The total volume of tax and non-tax revenues approached 2 trillion rubles. At the same time, despite the general increase in revenues, the reduction in corporate income tax continued. The main source of revenue remains the personal income tax.
During the meeting, participants also discussed programs for improving regional and municipal finances, changes in tax legislation, measures to support small and medium-sized businesses and the practice of using an automated simplified taxation system.
Following the meeting, the regions will formulate proposals for improving federal legislation. Key initiatives include improving budget balance, reducing the risk of cash gaps and creating additional incentives for the development of the constituent economies.
The prepared proposals will be sent to the federal authorities and the Russian Ministry of Finance.
