The first highway contract was signed with money from the SAFE program / All the details about the one billion euro section

The National Road Investment Company signed on Thursday the contract for section 1 Târgu Neamț-Târgu Frumos of the “Unirii”-A8 Highway, the first contract financed through the European SAFE program, CNIR announces.
The 4.87 billion lei contract (without VAT) was signed with the association SA&PE CONSTRUCT SRL (Leader)-TEHNOSTRADE SRL, SPEDITION UMB, Euro-Asfalt.
The signing came after a reversal of the situation on the “Unirii” Highway: the contract had been awarded to an association led by another Romanian builder, Danlin XXL, for an offer of 4.76 billion lei. UMB contested the decision and the court decided to re-evaluate the offers by CNIR.
This is the first contract financed by the Security Action for Europe Program -SAFE- for the A8 Târgu Neamț (Moțca)-Iasi-Ungheni Motorway.
“We want to sign the following contracts as quickly as possible, immediately after resolving the appeals. After establishing the guarantee of good execution and going through all the procedural steps, we propose to issue the Start Order as soon as possible, so as to avoid recent situations, such as the problems of important contracts, initially with funds from the PNRR for which, later, it was necessary to identify other financing solutions”, said the general director of CNIR, Gabriel Budescu.
36 bridges and passages over 27 kilometers
On the route between Târgu Neamț (Moțca) and Târgu Frumos (27 km) will be built:
- 36 bridges and passages with a total length of 8.5 kilometers;
- 4 tunnels, total length of 1.7 kilometers;
- 3 road junctions (Moțca, Pașcani and Târgu Frumos).
The duration of the contract is 46 months, of which 10 months for design and 36 for execution.
Within the contract, to ensure the connection between section III Leghin-Târgu Neamț of the A8 and DN2, respectively A7-Autostrada Moldovei Bacău-Pașcani, a 5.5-kilometer highway segment will be built with priority, within a maximum of 12 months.
The Moțca – Leghin section is currently being built by UMB. And the same builder is executing the section of the A7 and the road junction between the two highways where they will intersect in the Pașcani area. The A7 section has an estimated completion date of this year.
