Only 864,357 vulnerable consumers registered to receive the 50 lei per month voucher to pay the energy invoice. This although the government estimated that over 2.1 million households in the country are eligible, ie over 4 million people. The problem was the way of registering: the authorities provided a computer application, and people, many of them retirement, completed it.
From July 1, with the liberalization of the market, the aid scheme of vulnerable consumers has entered into force through which they receive a monthly 50 lei for the payment of the invoice. The deadline for receiving this voucher and for July and August was September 27. People can continue to register, but they will receive a voucher only from the current month and until March 31, 2026, when the scheme expires.
Are eligible for these state aids:
- single people with income under 1,940 lei/month
- families with average incomes below 1,784 lei/month/person.
The entries were made in the Epids computer application, specially created by STS for this scheme.
According to the information transmitted by the Ministry of Labor, at the request of Hotnews.ro, until September 29, in the computer application, 864,357 applications were registered. Of these, almost 150,000 were sent through the e-mail areas of the Romanian Post.
How to get the 50 lei voucher from the state to pay the invoice to electricity / eligible consumers
The beneficiaries of minimum inclusion income were automatically included in the computer application, without having to complete a new request. Until September 26, a number of 107,885 applications from the beneficiaries of minimum inclusion income were declared eligible, thus issued energy tickets, the official data shows.
The representatives of the ministry emphasize that, regardless of the beneficiary's category, all applications are subject to the same initial verification procedure, respectively verification of the personal numeric code (CNP) and the bridge code, followed by the verification of the eligibility according to the applicant's income and the validity of the identity document.

The representatives of the Ministry of Labor found that thousands of people have completed the app, among the errors found:
- the wrong introduction of the CNP
- The wrong introduction of the unique identifier of the place of electricity (Point of Delivery – Pod),
- completing an address related to another bridge,
- Introducing state pension instead of eligible income
- Inadvertences regarding the types of income declared.
“Such errors have led to the invalidation of applications. Also, in some cases, the applications were initially submitted by the citizens, but subsequently deleted by them in the application,” the answer shows.
Ask what they did in order for the number of beneficiaries to be as high as possible, the ministry representatives have shown that the National Agency for Payments and Social Inspection has used multiple communication channels with citizens, the most important being the telephone assistance line-Call-Center ANPIS, at the number 021.9309, as well as the e-mail address, clarifications regarding the eligibility and the way of submitting applications.
- “Also, the notifications of the citizens were transmitted to the above mentioned e-mail address, and the communication service within the ANPIS managed the whole process: either responded directly to the petitioner, if the request entered the area of competence, or the petitions were redirected to the authorized institutions, such as the General Directorate of Evidence of the Population,
- During the call center, in addition to the calls received from the citizens, in which they were assisted in the application in the EDIPS application, the operators contacted a total number of 13,610 citizens whose applications were invalidated due to errors related to the bridge or CNP. At the same time, they were called to clarify the eligibility, in the context in which many of the pensioners in the public pension system have incorrectly completed the income in the demand ”, say the people of the Ministry of the Environment.
Other ways in which the Ministry of Environment informed the people:
- elaboration of a set of frequent questions and detailed explanations, available on the ANPIS website, as well as that of MMFSS;
- organizing information and training sessions for the staff in the territory, in order to improve the relationship with the beneficiaries and clarify the procedures;
- collaboration with the media and the use of social networks to disseminate key messages accessible to the general public;
- creation of posters/posters and explanatory materials that have reached the mayors, territorial agencies or post offices;
- making an explanatory tutorial regarding the way of completing and submitting applications.
Until September 27, 2025 people were able to submit applications to receive vouchers to cover electricity invoices for July and August 2025.
After this date, starting with September 28, 2025 and until March 31, 2026, the financial support will be granted starting with the month in which the application is submitted.
