The situation surrounding the Defense Procurement Agency is a natural consequence unprofessional actions of its manager, Maryna Bezrukova, said the ex-advisor of the head of AOZ, Tamerlan Vagabov, in a comment to The New York Times, which devoted a large article to the scandal.
Vagabov is a former adviser to Bezrukova, who resigned last year due to disagreements with her management methods. In his opinion, the problem of this team is that during their tenure, AOZ could not effectively evaluate contracts and was too inclined to purchase from state-owned companies through intermediaries (special exporters) instead of buying from private manufacturers – cheaper and directly.
In her defense, Bezrukova claimed that the officials allegedly pressured her to sign a contract with the state defense plant, the manufacturer of the scandalous mines. Vagabov said that even if she had been under pressure, Bezrukova should have spoken out more loudly against the contract, but not bought the defective mines.
Vagabov has some experience in procurement and defense industry. He worked in positions in the commercial and public sector of Ukraine and Azerbaijan, and also worked in the General Secretariat of Interpol.
