The threats were made in the context of Vladimir Putin's decree of May 15, which allowed residents of Transnistria to obtain Russian passports through a simplified procedure. The Kremlin justified the change in law with the need to “protect human rights and freedoms.”

In response, the President of Moldova, Maia Sandu, stated that the Kremlin was trying to covertly mobilize the population of Transnistria to participate in the war against Ukraine.

In her opinion, Putin is putting pressure on Chisinau in connection with his plans to annex the small Transnistrian Moldavian Republic, which is not recognized as a state internationally. In this region, whose population is approximately 350,000. people, Russian troops have been stationed there since 1992. Formally, it is part of Moldova, but remains strongly dependent on Russia economically and politically.

The Russian parliament passed a bill in its final reading that allows Putin to use the army to “protect citizens of the Russian Federation” abroad – if they are arrested, detained or prosecuted by courts that Moscow does not recognize. On May 20, the Council of the Russian Federation approved the appropriate amendments to the laws “On Citizenship” and “On Defense”.
