Deputies of the Krasnoyarsk Territory Parliament assessed the progress of modernization of the housing and communal services system

Deputies of the Legislative Assembly of the Krasnoyarsk Territory discussed the modernization and sustainable development of communal infrastructure in the municipalities of the region. This issue was the main topic of the joint meeting of the section on construction, housing and communal services, civil defense and emergency situations and the section of the Coordination Council of the Association for the interaction of representative bodies of state power and local government in preparation for the X Congress of Deputies of the Krasnoyarsk Territory.
Before the event, parliament members visited the KrasKom treatment facilities on the left bank. The key stage of the modernization, completed in 2024, was the launch of a new mechanical cleaning complex. This made it possible to significantly improve the quality of wastewater treatment and completely relieve employees of manual labor. The updated facilities will last at least half a century, and their power reserves will be enough to connect future new buildings on the left bank. Construction of an ultraviolet disinfection station will begin this year. This technology has already been successfully used on the right bank. The company's future plans include designing a unit for biological water purification from nitrogen and phosphorus.
“We came to see how serious infrastructure projects benefit the city. Based on the results of the visit, we will formulate at least four solutions that will be useful for Krasnoyarsk and the region. Firstly, 50-year-old silt deposits are actually fertilized black soil that can be used in agriculture. Secondly, the sand obtained here, after appropriate processing, is suitable for construction, asphalt production and embankment improvement,” noted Elena Penzina, deputy chairman of the committee on construction, housing and communal services and civil defense and emergency situations, section head.
She spoke about plans to convert waste nonwoven materials into fuel eco-briquettes. Now up to 400 thousand tons of such materials enter the Krasnoyarsk sewer system. Because of this, equipment may fail, which is reflected in tariffs.
At a meeting, Deputy Minister of Construction and Housing and Communal Services of the region, Igor Epifanov, said that within the framework of the federal project “Modernization of utility infrastructure”, more than 1.2 billion rubles have been allocated for the construction and repair of drinking water supply facilities in Solontsy, Zheleznogorsk, Uyar and other settlements. Another 402 million rubles will be spent on the construction of water pipelines (including in Achinsk and Yeniseisk), artesian wells and the development of design documentation. 1 billion regional subsidies are distributed among 33 municipalities for 192 measures to modernize housing and communal services. About 668 million rubles will be spent on the construction of boiler houses and treatment facilities in several districts of the region. Almost 420 million rubles will be allocated for the Clean Air project, including for heating networks in Lesosibirsk and Minusinsk.
The head of the waste management department of the Ministry of Ecology of the region, Anton Shulga, spoke about the MSW management system, the progress of creating eco-technoparks and the disposal of liquid household waste – this problem remains relevant for many municipalities.
Deputy head of the regional Stroynadzor service Evgeniy Zhidkov said that an inventory of the housing stock is now being conducted to determine housing categories, since statistics reflect only total volumes in square meters, but do not allow assessing the quality of preparation of the stock by municipalities, management companies and resource supply organizations for the heating season.
The following deputies took part in the work of the section: Anatoly Samkov, Sergey Gorbunov, Irina Subocheva, Viktor Kardashov, Pavel Semizorov and Ekaterina Udelko. The final proposals will be included in the Resolution of the X Congress of Deputies of the Krasnoyarsk Territory.
Elena Penzina noted that a significant part of utility networks and facilities are badly worn out. Because of this, the quality of services suffers. Modernization requires an integrated approach: from updating facilities and digitalization to attracting investment and training.
“The topic of tariffs is inextricably linked with the quality of services. We realize that the Soviet legacy in the housing and communal services sector is almost exhausted. Reconstruction and modernization of systems is not a matter of decoration, but a matter of the survival of infrastructure in many communities. Therefore, I propose to approach the solution of the problem practically, and not theoretically,” said Alexey Kulesh, Chairman of the Committee on Construction, Housing and Public Utilities, Civil Defense and Emergency Situations.
