Ex-official of the Krasnoyarsk mayor's office received 13 years in prison and a fine of 16 million for bribes (video)

The Central District Court of Krasnoyarsk sentenced the former deputy head of the department of municipal property and land relations of the city administration, Irina Tyurina. She was found guilty of receiving bribes through intermediaries.

According to the prosecutor's office, from 2018 to 2020, the official monetized access to procedures for renting and purchasing municipal non-residential premises. Through a narrow circle of trusted persons, she provided interested entrepreneurs with a whole range of services: from organized display of objects to manipulation of applications, documents and property valuation. Everything was done in such a way that subsequent trading and the conclusion of contracts looked legal, but with a deliberately beneficial outcome for certain participants.

In total, investigators established 10 episodes, and the amount of bribes exceeded 6 million rubles. Municipal facilities passed into private hands, and the money went into the pocket of the official, bypassing the budget.

The court sentenced Bryukhova to 13 years of imprisonment in a general regime colony with a fine of 16 million rubles. She was also banned from holding leadership positions in local government for 12 years.

In addition, the court decided to confiscate the convict’s seized property as the equivalent of bribes received – 6 million 310 thousand rubles. Until the execution of the sentence, the arrest for two parking zones, non-residential premises, three apartments in the regional center and a car remains. Criminal cases against the remaining defendants continue to be considered in court.

Previously, Tyurina had already come to the attention of law enforcement officers. In 2017, it transferred a plot of 168 thousand square meters to Krasnoyarsk Shipyard OJSC for 2.6 million rubles instead of the required 108 million at the cadastral value – that is, for only 2.5% of this amount. Then the court qualified her actions as negligence, but released her from punishment due to the expiration of the statute of limitations.
