Targeted benefit from MOPS 2026. One application for the whole year

The Ministry of Family is considering a major change in the issue of granting special-purpose benefit from MOPS. The current system is considered by many people to be ineffective – people needing support had to submit the same applications regularly, and MOPS issued new decisions each time.
The draft amendment described by “Gazeta Prawna” assumes the possibility of providing support for a much longer period of time without the need to submit applications each time.

Currently, in the social assistance system, targeted benefit is granted for a specific expense, e.g. medicines or food. And – most importantly – it is one-off. “Gazeta Prawna” gives the example of a homeless senior who receives PLN 300 for medicines every two months.
Once the funds are exhausted, he or she must reapply. This procedure is repeated many times a year, which is burdensome for both beneficiaries and officials.

This model of providing support generated unnecessary administrative burdens and extended the waiting time for assistance. The proposed change is intended to simplify procedures and provide more predictable support for people in difficult life situations.

New regulations reported by “Gazeta Prawna”, provide for the possibility of paying the targeted benefit in tranches for a period of up to a year, without the need to submit multiple applications. Cyclical expenses, such as medicines or food, will be able to be financed regularly, e.g. every month. The decision to grant the benefit will still be discretionary and the case will need to be reconsidered after a year.

“This solution eliminates the need to submit multiple applications in the case of continuous or recurring expenses, reduces excessive administrative burdens on the part of people receiving social assistance and organizational units of social assistance, and increases the rationality and effectiveness of the support provided,” wrote the authors of the amendment, the content of which is quoted by “Gazeta Prawna”.
Who is entitled to special purpose allowance from MOPS?
The targeted allowance is support for individuals and families that can be granted not only to Poles without income, but also to those who exceed the income criterion. In the latter variant, MOPS grants funds in exceptional cases.
Thanks to this benefit, you can cover urgent expenses that occurred suddenly, e.g. as a result of an accident or natural disaster. The special-purpose allowance can be used to purchase food, medicines, medical supplies, fuel, clothing or necessary household items.

The special-purpose allowance may also be used for minor renovations, home repairs or to cover funeral costs. Homeless people can receive support for health services, and in some cases the benefit is paid in the form of a credit ticket.
In 2025, the income thresholds were raised: PLN 1,010 for a single person and PLN 823 per person in a family. The mentioned income threshold is also the maximum amount that a single person can receive. This means that he can receive no more than PLN 1,010.
