MTS smart cameras help fight natural landfills in Krasnoyarsk

MTS has implemented a “smart” system for identifying spontaneous landfills in Krasnoyarsk. Artificial intelligence detects violations in the field of environmental protection automatically, without human intervention. Thanks to the work of smart cameras, incidents of vandalism and violations of law and order at MSW sites have decreased.
MTS launched the pilot stage of the project together with the administration of the Oktyabrsky district. Video surveillance was installed in 17 locations near apartment buildings, where violations of municipal solid waste are most often detected. High-definition IP cameras record the arrival time of garbage trucks, vehicle numbers and compliance with safety regulations around the clock. In the future, they plan to roll out the system in other areas of the city.
Artificial intelligence recognizes faces and cars in the vicinity of container sites, and an audible warning is triggered on site. Smart cameras monitor the filling level of containers, and AI generates alerts when they are full. Data about the time and location of the incident is sent to a cloud platform, which is accessible to specialists from the administrative commission and the district’s housing and communal services department. They can view problem locations around the clock from a desktop computer, laptop or tablet – both in real time and in the archive.
In just two months of the pilot’s work, the costs of eliminating spontaneous landfills in the Oktyabrsky district decreased fourfold, and their volume decreased by 50%.
“In 2025, the administration of the Oktyabrsky district organized work to remove unauthorized dumps from the territory, with a volume of more than 8,500 cubic meters. (850 trucks), the total cost of the work amounted to more than 14 million rubles. In 2025, a decision was made to allocate part of the district’s financial resources allocated for the elimination of unauthorized landfills to innovation. The amount of fines for violations identified by the intelligent system during its operation to date has already exceeded 460,000 rubles,” shared the acting head of the Oktyabrsky district administration, Evgeniy Potylitsin.
Director of MTS in the Krasnoyarsk Territory Sergei Yegoshin noted that the company continues to implement non-standard solutions with artificial intelligence in environmental protection.
“For example, in the Beaver Log fun park, our smart cameras analyze the inclination of trees growing along the cable cars, and also monitor the movement of the lifts, which makes it possible to detect potentially critical situations in their infancy and without human intervention. The video surveillance system and monitoring of spontaneous landfills is another effective way to fight for the preservation of the natural wealth of Krasnoyarsk,” he said.
