
The head of the Office of the President of Ukraine (OP), Kirill Budanov, addressed the American audience during the Sedona Forum 2026. He stated that Russia is losing resources and is unable to achieve a strategic victory in the war against Ukraine. The video of the appeal was published by the McCain Institute YouTube channel.
The bloc of aggressors consisting of Russia, Iran and North Korea poses a threat not only to Europe, but also to global security, Budanov said.
According to him, the US role in containing these challenges remains key.
“Russia is not winning. It is exhausted. Its losses are enormous, and its progress is minimal,” he emphasized.
Budanov added that Ukraine is interested in ending the war and supports real diplomatic steps, including a ceasefire, if they make sense and have guarantees of implementation.
According to the head of the OP, Russia is depleting its own resources, and Ukraine is increasing its technological advantage, developing unmanned systems and new defense solutions.
He said Moscow could use truce announcements as a tactical tool to regroup troops and continue the war.
Budanov noted the importance of the strategic future partnership between Ukraine and the United States.
“America’s strength lies in its future alliance with Ukraine,” he said.
