A large-scale regional reporting and program forum “There is a result” was held in the regional capital.

Representatives of the executive and legislative authorities, subject matter experts and delegates from municipalities, including Norilsk, summed up the results of the five-year work of the United Russia party. The meeting participants assessed the results of key government projects and identified the main tasks for the future, based on the real needs of residents.

Opening the forum, the organizers presented the macroeconomic indicators of the region. The gross regional product (GRP) of the region increased by 36.7%, reaching 4.24 trillion rubles. Annual capital investments increased from 592 billion to 1.4 trillion rubles.

The region also demonstrates strict financial discipline: commercial debt has been fully repaid and the “development budget” has been increased by 138%. Based on this financial foundation, over 2,600 significant social facilities were built and modernized in the region over five years.

Of course, the macroeconomic successes of the region are the large-scale framework within which municipalities solve their own, sometimes very difficult, infrastructural and financial problems. For the northern territories, such an anchor of stability and a tool for renewal in the current conditions is the Comprehensive Plan for the Social and Economic Development of Norilsk. Deputy of the Legislative Assembly of the region Dmitry Sviridov emphasized the importance of synchronizing regional and local efforts.

“The implementation of regional and federal programs is inextricably linked with the Comprehensive Development Plan of Norilsk, and we see tangible results of this work. Summing up is valuable primarily because, on the basis of the path traveled, proposals are formed for the new “People's Program”. It should be built exclusively on the current needs of our fellow countrymen. At the same time, the most important priority for future work will certainly be comprehensive government care for soldiers returning from a special military operation and close attention to their families,” noted Dmitry Sviridov.

Global modernization has affected the basic infrastructure of the entire region. Over five years, the region’s road fund has grown to 27.2 billion rubles, which made it possible to repair 2,900 kilometers of roads. At the same time, the problem of the emergency fund was solved: 21 thousand people moved into modern apartments. Serious work has been carried out in the housing and communal services sector: over 850 kilometers of heating and water networks have been updated, and another 125 thousand residents have gained access to high-quality drinking water. New megaprojects are highlighted in a separate line – in particular, 49.7 billion rubles were allocated for the construction of the metrotram line.

Noticeable changes have also taken place in the social sphere: in recent years, investments in it have increased by 135 billion rubles. With these funds, 34 new schools and 34 kindergartens were built in the region, and almost a thousand courtyards and public spaces were landscaped.

Assessing the work done, Deputy Chairman of the relevant committee of the regional parliament Irina Subocheva noted that regional party projects have become an integral part of the renewal of the polar capital.

“If we consider the region as a whole, then using the example of Norilsk we can see how many areas of the “People’s Program” are being implemented through a comprehensive city development plan – from the construction of modern residential buildings and new medical institutions to improvement and support of culture. It is gratifying that this result is assessed outside the region: today the city actually acts as a successful pilot site and a reference point for other northern territories,” stated Irina Subocheva.

All these social guarantees are based on the growth of the real sector of the economy. Over the past period, the volume of manufacturing industries in the region increased to 2.1 trillion rubles. The strengthening of the economy was reflected in the labor market: the number of self-employed people increased to 283 thousand people, and the average accrued salary in the region, according to statistics, increased by 74%.

At the same time, further development of industrial centers is impossible without overcoming serious challenges. During the discussions at the forum, the need for a qualitative reboot of the labor market was actively discussed. Director for interaction with authorities and employers' associations of the Siberian Federal District of the Russian Union of Industrialists and Entrepreneurs, Andrey Grachev, drew attention to the problem of personnel inequality, in which remote areas are often staffed with specialists on a residual basis.

“Specialists need to be trained for a specific territorial and industry order. The federal project “Professionality” is an effective tool here. In this matter, we largely rely on the successful experience of the Arctic, where enterprises become reliable industrial partners of educational institutions and invest in the material and technical base, training personnel directly for their production. As a result, a triune task is solved: young people receive a profession that is in demand, enterprises receive specialized employees, and the region receives confidence in the future,” summed up Andrei Grachev.

Now the party is starting to develop a new development plan for the region for 2026–2031. The updated “People's Program” will be based on an unprecedented amount of feedback: more than 240 thousand proposals have already been collected nationwide. Residents of the Krasnoyarsk Territory also showed high activity, far exceeding the result of previous years (then they collected 40 thousand orders). The experts will carefully study all these ideas and include them in the final work plan.

Summing up the forum, the governor of the Krasnoyarsk Territory, secretary of the regional branch of the party, Mikhail Kotyukov, emphasized that the trust of citizens, expressed in hundreds of thousands of orders, obliges the authorities to make complex but verified decisions. The position of the meeting participants is unanimous: behind each macroeconomic indicator there should be real human well-being, and the main measure of effectiveness remains direct dialogue with residents and readiness to respond to the challenges of the territories.
