The decision, announced on April 27, 2026, is the result of a detailed analysis of the insurer's activities in 2022–2024. The supervisor decided that the company used practices that could threaten the stability of its finances and the proper protection of customers' interests.
Premiums too low to sleep soundly
The main complaint of the Polish Financial Supervision Authority is the incorrect calculation of rates in the compulsory motor insurance segment. According to the office Compensa offered liability insurance for amounts that did not guarantee coverage of all future liabilities.
“The Polish Financial Supervision Authority imposed a fine of PLN 8.5 million on Compensa TU SA Vienna Insurance Group for setting the insurance premium in an amount that does not ensure at least the fulfillment of all obligations under insurance contracts and coverage of the costs of insurance activities in third party liability insurance for motor vehicle owners,” we read in the official announcement of the supervisory authority.

In practice, this means that, according to the Polish Financial Supervision Authority, the insurer participated in the so-called price war by offering policies that are too cheap, which in the long run is inconsistent with the financial security requirements imposed on public trust institutions.
The appeal route remains open
Despite the severe financial penalty, the case is not yet definitively closed. The insurer now has time to legally analyze the decision and take steps to repeal it or reduce the penalty.
The announcement clearly states: “The decision is not final. Compensa may request the Commission to reconsider the case or file a complaint to the Provincial Administrative Court in Warsaw.“.
