To proceed in this sense, we point out that today, 28.04.2026, the match between the host team CSO Voluntari and the guest team CSM Volei Alba Blaj will be played in the Final of the Romanian Championship, Division A, women. It is scheduled to be held in the Gabriela Szabo hall in Voluntari, a hall that does not meet the regulatory requirements of the field, as we will show below, which is why the sanction of losing the game by the organizing team with 0-3 (0-75) must be applied.

In fact, the provisions of art. 54 of the Regulation on the organization of volleyball activity (hereafter ROAV) establish the fact that volleyball games can only be played in approved halls, under the penalty of losing the match by the organizing team with 0-3 (0-75). The Gabriela Szabo Hall does not comply with the approval conditions, due to the fact that two basketball hoops (Appendix No. 1) are located in the area of ​​the playing area, which affect the game of the athletes, making it difficult or even preventing the serve from the jump, ball recovery or high passes.

The regulation of the game of volleyball establishes in art. 1 the conditions that a game room must meet, establishing the following conditions regarding the size of the room: The playing field is a rectangle with dimensions of 18X9m, surrounded by a free area with a width of at least 3 m on all sides. The free playing space is the space located above the playing area and which must be free of any obstacle.

The free playing space must have a minimum height of 7m from the playing surface. For world and official FIVB competitions the free zone must measure 5m from the sidelines and 6.5m from the bottom lines. The free playing space must be at least 12.5m high from the playing surface.

Obviously, as a result of the existence of the two basketball hoops above the playing area, the condition imposed by art. 1 of the Volleyball Game Regulation, namely the need for a free space above the playing area, free of any obstacles, but also a width of at least 3 m on all sides.

Art. 55 of the ROAV stipulates that if during the control of the playing hall carried out at the beginning of the game by FRVolley officials it is found that it does not meet the regulatory requirements, the game will not be started and will be lost by the team of the organizing club with 0:3 (0:75), without a point in the ranking. The detected irregularities that led to the non-dispute of the game will be recorded in the arbitration sheet.

According to art. 77 of the ROAV, in the case of appeals, the main referee together with the federal observer is obliged to verify on the spot the merits of the appeals, and if he rejects it, we will turn to the Competitions Commission, the Appeals Commission and the competent common law courts in order not to approve the result on the field, other than the 0-3 victory of the visiting team.

We see the fact that the non-compliance with the conditions stipulated by the FIVB and the FRV regulations of the Gabriela Szabo hall in Voluntari is not a new element for FRV, as evidenced by the fact that all the Challenge Cup matches held in the 2023/2024 season of CSO Voluntari were held in the Unirea hall in Dobroești, a category 4 hall according to the CEV database.

Also, in the CEV database, the hall in Voluntari does not appear as approved precisely because of these problems. Therefore, the only regulatory solution is to admit this appeal. Therefore, we respectfully request that you find that the hall does not meet the above regulatory requirements regarding the absence of an obstacle from the playing area and a minimum width of 3m on all sides, as a consequence, that the game be forfeited by the organizing team CSO Voluntari by 0-3 (0-75).

Last but not least, for reasons related to objectionability, this appeal was also sent to the official e-mail address of the Romanian Volleyball Federation”, appears in the appeal filed by Blaj.
