The “New House” program will continue this year as well. What is the proposed guarantee ceiling?

The “New House” program will continue this year as well, with a guarantee ceiling of 500 million lei, in the conditions of a constant increase in demand for housing, correlated with a limited supply, according to a draft law.

“For the year 2026, it is proposed to continue the “Noua Casa” Program with a guarantee ceiling of 500 million lei, considering the current context of the real estate market. The constant increase in demand for housing, correlated with a limited supply, makes access to properties difficult for a significant part of the population, especially for people who encounter constraints in meeting standard credit conditions. In addition, the favorable financing conditions, including the availability of fixed-interest products and the upward dynamics of refinancing, support the need to maintain this program, in order to ensure market stability, prevent imbalances and support the sustainable development of the real estate sector”, reads the document published by the Ministry of Finance and consulted by the Agerpres agency.

By Law no. 42/2026 for the approval of the ceilings of certain indicators specified in the fiscal-budgetary framework for the year 2026, the ceiling regarding the issuance of guarantees by the Government through the Ministry of Finance and by the territorial administrative units/subdivisions in the amount of 25 billion lei was approved.

According to the Ministry of Finance, the proposal to allocate a total ceiling of 500 million lei for this year is based mainly on the trends of relative stability of the real estate market and mortgage loans forecast for 2026, as well as the demand of potential beneficiaries.

The substantiation note that accompanies the draft normative act cites an analysis carried out by Imobiliare.ro Finance based on the loans brokered in the third quarter of 2025 by the more than 250 active brokers within the network. Thus, the residents of the city of Cluj-Napoca took the largest mortgages for real estate purchases, being, at the same time, the buyers who pay the most substantial sums of money to become owners. On average, loans obtained through brokers from the Imobiliare.ro Finance network had a value of 462,179 lei. The average rate paid by them ended up being 2,538 lei per month, down by approximately 7% compared to the one recorded in the third quarter of 2024.

The second place in the top is occupied by the city of Iasi. In their case, the average value of new mortgage loans reached 435,405 lei, and the average rate at 2,402 lei, down 8% of the rate compared to the similar period of 2024.

In Bucharest, the average value of a loan accessed for the purchase of a house was, between July and September 2025, 432,395 lei. Bucharest residents paid average rates of 2,366 lei, almost 6% lower than in 2024.

On the fourth place in the ranking were the residents of the city of Constanţa, considering the fact that they obtained loans with an average value of 422,621 lei to make real estate purchases. At the local level, the average rate related to new mortgage loans was 2,326 lei, down by almost 7% compared to the one recorded in the third quarter of 2024.

Timisoara follows in the ranking with an average mortgage loan of 383,245 lei. In this case, the rates decreased from 2,288 lei, between July and September 2024, to 2,121 lei in the same period of the current year, respectively by about 7%.

In Braşov, buyers who used financing to complete real estate transactions accessed credits with an average value of 378,125 lei through the brokers Imobiliare.ro Finance. The average rate paid by them was 2,069 lei, almost 8% lower than the one paid by people who took out a mortgage loan in the third quarter of 2024.

This evolution reflects an easier and more advantageous access to real estate financing in the main cities in Romania, which can stimulate the real estate market and facilitate access to property for a growing number of people, explains the cited document.

“In the tense context of the real estate market from the fourth quarter of 2025 – the first quarter of 2026, characterized by a decrease in supply by approximately 18%, price increases of over 15%, significant fiscal pressures (increase in VAT to 21%, increase in property taxes and rents) and the absence of a relaxation of financing conditions, the “New House” Program becomes an indispensable tool for supporting the access of the population when purchasing a home, offering advantageous and predictable financing conditions in a restrictive market context”, the project emphasizes.

The “New House” program is the continuation of the government program “Prima Casa” and since the launch of the new program in 2009, until the end of February 2026, 334,304 guarantees and guarantee promises have been granted, in a total amount of 31.72 billion lei.
