Putin approved new rules for controlling the income of civil servants

Russian President Vladimir Putin approved changes to anti-corruption legislation that clarify the procedure for monitoring the income of civil servants and their families. Document published on the portal of legal acts.

So, in Art. 8.1 of the federal law “On Combating Corruption” an amendment was made according to which, when providing information on income and expenses, not only the civil servant himself or the person holding a public position and his spouse, but also their minor children are now taken into account.

In addition, the changes affected the federal law “On control over the compliance of expenses of persons holding public positions and other persons with their income.” When calculating the total family income, to control expenses, the income of the spouse received only during the marriage to a government employee is now taken into account. Income earned before marriage is not included in the calculation of total income, but can be reported separately as a source of funds for a major purchase or transaction.

At the same time, control over expenses does not apply to transactions made by the civil servant himself, his wife or husband, as well as their minor children before the appointment of this person to the position. A similar exception applies to transactions made by a spouse before marriage to a government employee.

For such transactions, it is not necessary to submit information about expenses, control over them is not exercised, the acquired property cannot be turned into state income by the court, and funds equivalent to the expenses incurred cannot be recovered for state income, the text of the law says.

The State Duma adopted the law on April 14, the Federation Council approved it the next day. It comes into force on September 1, 2026.

At the end of last year, President signed a number of laws that, in particular, remove the obligation for civil servants to annually file income declarations. The authors of the bill initially proposed moving from the “archaic” system of annual spring declarations to the automatic identification of corruption risks using the state Poseidon system. It interacts with the databases of the Federal Tax Service, Rosfinmonitoring, Rosreestr, State Traffic Safety Inspectorate and other departments.
