The starting point for the government's actions was the conflict in the Middle East. The attack by the United States and Israel on Iran on February 28 resulted in an increase in oil prices on global markets. Higher raw material prices translated directly into more expensive fuels at Polish stations. In response to this situation, the government launched the “Fuel Prices Lower” package at the end of March.
The “CPN” program has been extended until the May weekend
During the European Economic Congress in Katowice, Minister Domański referred to the future of the reduction program. — I am convinced that “CPN” will be in force during the May weekend – he said.
The head of the Ministry of Finance and Economy noted that the ministry is technically prepared to continue regulation. When asked about the scenario of a long-term conflict in the Middle East, Domański declared an ongoing analysis of the situation.
The program introduced on March 31 includes two basic tax solutions. VAT on fuel was reduced from 23 to eight percent. Excise duty has dropped to 29 gr per liter of petrol and 28 gr per liter of diesel oil – these are the minimum rates allowed by the European Union. Both regulations remain in force until the end of April 2026.

Tax on “excess” profits of fuel companies
The minister also raised the issue of taxation of excess profits of fuel companies. Domański stated that market margins have fallen, but the government maintains its intention to come up with a project on this matter. The assumptions for the regulation regarding additional levy on profits generated by rising oil costs are to be prepared by the end of April 2026.
The regulations require the Ministry of Energy to publish announcements on upper price limits every day on working days. The Ministry announces the maximum price, which is valid from the next day. The calculation formula includes the average wholesale fuel price plus excise duty, fuel fee, margin of PLN 0.30 per liter and VAT.
