Kyiv is waiting for Moscow's response. Draft peace agreement revealed

On Wednesday, The Kyiv Independent website published the full text of the new American peace plan for Ukraine, consisting of 20 points. Details of this plan were presented a day earlier by Ukrainian President Volodymyr Zelensky during a meeting with journalists.

As The Kyiv Independent wrote, the US is expected to deliver the outline of the agreement to Russia on Wednesday. If approved, the document will be signed by the leaders of the US, Ukraine, Russia and Europe. It has not been specified which European leaders would sign the peace agreement. Below we publish the full text of the latest draft of the agreement.

1. The Signatories confirm that Ukraine is a sovereign state.

2. The document constitutes a complete and irrefutable non-aggression agreement between Russia and Ukraine. A mechanism will be created to monitor the conflict lines using unmanned satellite surveillance systems, ensuring early detection of violations.

3. Ukraine will receive security guarantees.

4. The number of Ukrainian armed forces in peacetime will remain at 800,000. soldiers.

5. The United States, NATO and European signatory states will provide “Article 5-like” guarantees to Ukraine. The following rules apply:

A) If Russia attacks Ukraine, there will be a coordinated military response and all global sanctions against Russia will be restored.

B) If Ukraine attacks Russia or opens fire on Russian territory without provocation, security guarantees will be considered invalid. If Russia opens fire on Ukraine, security guarantees will come into force.

C) The United States will be compensated for providing security guarantees (Point C has been deleted).

D) Previously signed bilateral security agreements between Ukraine and approximately 30 countries will remain in force.

6. Russia will formalize its position of non-aggression towards Europe and Ukraine in all necessary laws and documents. They are ratified by the Russian State Duma (lower house of parliament – PAP).

7. Ukraine will become a member of the EU on a clearly defined date and will receive short-term preferential access to the European market (In a statement quoted by The Kyiv Independent, Zelensky suggested that it may be 2027 or 2028 – PAP).

8. Ukraine will receive a global development package, described in detail in a separate agreement, covering various economic areas:

A) A development fund will be established to invest in fast-growing industries, including technology, data centers and artificial intelligence.

B) The United States and American companies will cooperate with Ukraine to jointly invest in the reconstruction, modernization, and operation of Ukrainian gas infrastructure, including pipelines and storage facilities.

C) Joint efforts will be made to rebuild areas destroyed during the war, focusing on the reconstruction and modernization of cities and residential districts.

D) Infrastructure development will be a priority.

E) The exploitation of minerals and natural resources will be expanded.

F) The World Bank will provide a dedicated financial package to support the acceleration of these activities.

G) A high-level working group will be established, which will include the appointment of a leading global financial expert as Prosperity Administrator to oversee the implementation of the strategic plan for recovery and future prosperity.

9. Several funds will be established to deal with the reconstruction of the Ukrainian economy, the reconstruction of devastated areas and regions, and humanitarian issues. The goal is to raise $800 billion, the estimated cost of the destruction caused by Russia's war.

10. Ukraine will accelerate the process of negotiating a free trade agreement with the United States.

11. Ukraine reaffirms its commitment to remaining a non-nuclear weapon state, in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

12. Control over the Zaporozhye Nuclear Power Plant and restoration of operation of the hydroelectric power plant in Kakhovka. Washington proposes that the Zaporozhye Nuclear Power Plant be jointly managed by Ukraine, Russia and the US, with each country controlling 33% and the US acting as the plant's main supervisor. Ukraine opposes Russia's control over the plant. Kiev proposes that the power plant be managed by a joint venture between the US and Ukraine, with 50 percent generated electricity will go to territories controlled by Ukraine, and the USA will decide on the distribution of the remaining 50%.

13. Ukraine and Russia will introduce curricula that promote understanding and tolerance of different cultures and combat racism and prejudice. Ukraine will adopt EU rules on religious tolerance and protection of linguistic minorities.

14. In the Donetsk, Luhansk, Zaporozhye and Kherson oblasts, the line of military positions on the day of signing the agreement will be recognized as the actual front line.

A) To determine the troop movements necessary to end the war and create potential “free economic zones”, Russia withdrew its troops from these areas (Zelensky explained that “potential free economic zones” could be a compromise in the territorial demands of both sides – PAP).

B) For the agreement to enter into force, Russia must withdraw its troops from the occupied parts of the Dnipropetrovsk, Mykolaiv, Sumy and Kharkiv oblasts.

C) International forces will be deployed along the front lines to monitor implementation of the agreement.

D) The Parties agree to respect the principles and obligations imposed by the 1949 Geneva Conventions and their Additional Protocols, including universal human rights.

15. Russia and Ukraine undertake to refrain from using force to change territorial arrangements and will resolve any disputes through diplomatic channels.

16. Russia will not hinder Ukraine from using the Dnieper River and the Black Sea for trade purposes. A separate maritime agreement will ensure freedom of navigation and transport, and the Russian-occupied Kinburn Spit will be demilitarized.

17. Establishment of a humanitarian committee that will ensure:

A) Exchange of all prisoners on an “all for all” basis.

B) Release all detained civilians, including children and political prisoners.

C) Taking action to solve the problems and alleviate the suffering of the victims of the conflict.

18. Ukraine must hold presidential elections as soon as possible after signing the agreement.

19. The Agreement will be legally binding. Its implementation will be monitored by the Peace Council, chaired by US President Donald Trump. Ukraine, Europe, NATO, Russia and the United States will take part in this process. Violations will result in sanctions.

20. The ceasefire will enter into force immediately after all parties have agreed to the agreement. (PAP)
