After the demolitions in Cișmigiu, mayor Ciucu wants to take care of the “song” terraces in Herăstrău. The obstacle that the City Hall must overcome

The Mayor of the Capital, Ciprian Ciucu, announced that in the last month he signed provisions for the dissolution of about 55 illegal constructions, and the illegal constructions in Herăstrău Park will also come under the City Hall's sights, informs Agerpres.

It is about terraces, kiosks or outbuildings located on the public domain, without permits and without respecting the urban regulations, writes the general mayor on Facebook on Friday. “It is probably a record for Bucharest, even if we are still at the beginning. Herăstrău Park will go through the same process”, states Ciucu.

“I understand that I should have emotions”

He mentions that he has signed the construction permit for securing the shores of the lake in Herăstrău Park, but that the technical project stops at the “song” terrace area. It was ordered several years ago, Ciucu states.

“I had a choice between signing it as it came to me, with all the approvals taken, including from Romanian Waters (a big deal), and restarting it from scratch. I decided that we will deal with it in phases: this is phase I and it will be executed this year. For phase II, the one with the terraces, I will ask ALPAB for an expertise and to contract design here too (…) It is possible that the former management of ALPAB designed the safety of the banks without that area in order not to blocked the entire project in many disputes”, mentions the mayor.

He also states that on Monday he will ask the Local Police for a situation regarding the terrace situation. According to his information, only some of them would be legal. Ciucu will publicly present their situation and order the measures to enter legality.

“I understand from the press and from various comments on Facebook that I should have emotions, as if there are powerful people with interests in those clubs and they will ring the phones not to be disturbed. I don't. And neither they nor anyone should have, if it works legally. If not, they will be brought to justice”, writes Ciprian Ciucu.

Also, in two to three weeks, a regulation regarding terraces, including those in parks, will be launched in public debate.

“Then, following the model of Brasov, in collaboration with the HORA patronage, we will take street by street in the center of Bucharest and regulate as much as it will be possible to stretch, depending on the street layout and the dimensions of the sidewalks, each terrace to provide predictability, but also control”, the post also states.

Demolition in Cișmigiu park

The City Hall of the Capital began to demolish the illegal constructions in the Cișmigiu park, the municipality stating that their owners had ignored the warnings until now, and on Friday morning the local police and the Bucharest Lakes, Parks and Recreation Administration (ALPAB) began the demolitions.

So far, six buildings have been demolished around three kiosks in the area of ​​the Fanfare and the peacock aviary. The actual kiosks were bypassed, as they have authorization.

“For years in a row, they have been lying around, without documents. They were warned, they were fined, but they ignored it. It doesn't work like that anymore! On Monday, we will continue cleaning the park! We will act in the area of ​​the Library and the Debarcader, where we will take down a salon and a full-fledged bar”, claims PMB.

Petition for a terrace

The measure is already contested. On the campaniamea.declic.ro website, an online petition has been launched asking for permission to place tables and chairs on the terrace of the “La Ciupercă” restaurant in the Cișmigiu Free Zone.

“The Cișmigiu Free Zone is not on the map of the park – it is on the people's map. It is the place that is instinctively discovered by those who land lost in Bucharest. The place that makes you feel that you belong. In a world broken by loneliness, how many other places do you know where you feel so at home? Places where, if you stop, you meet an acquaintance, make a friend or fall in love with a dog?”, the text says the petition.
