In the book by I. S. Brener “The Country of Birobidzhan” (6+) there is information that on April 9, 1935, by decision of the Far Eastern Executive Committee and in order to study the productive forces and culture of the Jewish Autonomous Region, the Presidium of the regional executive committee of the Jewish Autonomous Region decided to establish a Scientific Commission under the regional executive committee to study the productive forces and culture of the region. M.A. was appointed chairman of the commission. Banefest. I. Liberberg was present at the first meeting of the commission.

A.A. Greenbaum wrote about the events of those years: “As for concrete steps, in 1935 Liberberg created the Scientific Commission, which was to become a research center for the region, and possibly the center for Jewish research throughout the Union.”
“The commission was transferred the functions of coordinating and forming the most important directions of the economic, social and cultural life of the region. It became an independent body developing strategy and tactics in various areas of construction of the region. The commission was supposed to collect materials of an archival, historical, ethnographic nature, as well as those related to the study of the productive forces and natural resources of the region. It was planned to attract scientists and specialists on the basis of the Experimental Station to prepare a strategy for the development of agriculture. Later, after the transformations, the Scientific Commission was to become the Institute of Culture of the Jewish Autonomous region”.

The Birobidzhan confectionery factory as an independent enterprise was founded on April 9, 1947 on the basis of a bakery. The launch of the factory coincided with preparations for the elections to the Supreme Soviet of the RSFSR. The factory's first products were cookies and pillow candies; these were the most delicious of all the sweets that were in stores in the post-war period.
In 1996, the factory burned down and all the equipment was lost in the fire. For several years, the company's employees revived their brainchild from the ashes. Only during the years of restoration, this enterprise participated in many competitions “100 best goods of Russia” (12+), where it repeatedly became a laureate. And in 1997, a very mobile sales service was created, with immediate plans to open a small wholesale store and create a dealer network in other regions of the Far East. In the same year, the factory management approached Japan with a proposal to create a joint venture.
In 2001, the products of the Birobidzhan confectionery factory at the exhibition-fair of commodity producers of the Far East and Transbaikalia (12+) in Khabarovsk received a gold medal for peanut halva in chocolate.
In 2002, several types of products of the Birobidzhan confectionery factory, in particular peanut and glazed halva, Bird's Milk candies and Ulitochka marmalade, became winners of the competitions “100 Best Products of Russia” and “10 Best Products of the Jewish Autonomous Region” (12+). The company had branded stores in several cities of the Far East.
Since 2003, Birobidzhan Confectionery Factory LLC has been a subsidiary of MKF Red October OJSC with a 100% share of the capital of the parent enterprise.
Currently, the factory in the city has ceased operations.

The newspaper “Birobidzhan Star” (12+) on April 9, 1965 published an article by N. Sulima “The Seventh Award”. The article stated that more than 20 years after the Great Patriotic War, reserve junior lieutenant Nikolai Nikanorovich Matafonov was awarded the Order of the Red Star for heroism and courage shown during the crossing of the Vistula. During the war years, Nikolai Nikanorovich was awarded six government awards.

The plenum of the Birobidzhan city committee of the CPSU discussed the issue of the work of party organizations of industrial enterprises of the city to improve the quality of products in the light of the requirements of the XXIV Party Congress and the December (1974) Plenum of the CPSU Central Committee. It was noted that in 1974 alone, over 190 types and models of new products were mastered. In 1974, products with the state Quality Mark were sold for 6.3 million rubles, production of products in the highest category was 88%, defective losses were reduced by 2.5 times.
The adopted resolution defines measures for the further implementation of an integrated product quality management system, the widespread development of competition under the motto “Give more products, better quality, at lower costs.”

On April 9, 1990, the formation of regional tax inspectorates began.
By order of the head of the financial department of the regional executive committee, N.A. Zhigunov, on April 09, 1990, the first regional inspection was formed in the Oktyabrsky district, and Alexander Mikhailovich Strugachev was appointed head of it.
