A new Thesaurus edition starts on Monday. When and how government bonds can be bought

Between April 6, 2026 and May 8, 2026, Romanians can invest in Tezaur government bonds, with maturities of 1, 3 and 5 years and annual interest rates of 6.50%, 7.00% and 7.50%, respectively.

Earned income is non-taxable. State securities have a nominal value of 1 leu and are issued in dematerialized form.

When and where government bonds can be bought

Between April 6, 2026 – May 6, 2026, through the Ghiseul.ro platform;

Between April 6, 2026 – May 7, 2026 online, only by natural persons who are registered in the SPV for securities issued through the State Treasury units. The operations that can be carried out online are: opening a subscription account in the name of the investor at a selected State Treasury unit, subscription to TEZAUR state securities, transfer of amounts from the investor's subscription account to a bank account. Between April 6, 2026 – May 8, 2026 from the headquarters of the State Treasury units;

Between April 6, 2026 – May 7, 2026 in the urban environment and April 6, 2026 – May 6, 2026 in the rural environment, through the postal subunits of CN Poșta Română SA

Program Tezaur: non-taxable income

The income obtained from investing in government securities issued by the Ministry of Finance is non-taxable. The interest is annual and is paid on the payment dates provided in the issue prospectus.

Also, government securities issued under the Treasury Program are transferable and can be redeemed in advance. In addition, an investor has the freedom to make one or more subscriptions within an issue. Investors have the possibility to cancel subscriptions already made only during the subscription period, by submitting a request.

Natural persons who have reached the age of 18 on the date of subscription are eligible.

The Ministry of Finance says that the funds obtained as an issuer, as a result of the issue of government bonds, will be used to finance the budget deficit and refinance the public debt.

Guide for transferring funds from the T accountexhaustion

The Ministry of Finance has released a guide for transferring amounts from the Tezaur subscription account back to your personal bank account.

The process is carried out by completing the Electronic Multiple Payment Order (OPME) document, following the steps below:

  • Download the form from the website of the Ministry of Finance, Online Treasury section, and open it exclusively with Adobe Acrobat Reader.
  • Fill in the fields with the identification data (CNP) and the IBAN of the bank account where you want to receive the money.
  • Calculate the final amount: From the total amount to be transferred, deduct the transfer fee: 0.51 lei for transfers up to 50,000 lei or 6 lei for larger amounts.
  • Validate and save the smart PDF document.
  • Upload the form to your SPV account using the 'Submit Form' button on the same site.
  • After successfully uploading the document, the transfer of funds will be processed as soon as possible.
