According to the FSB, the attack would have taken place near a business center in Moscow, and the explosive device would have been placed in an electric scooter.
Representatives of the security service claim to have discovered “a suspicious electric scooter” near the entrance to an office building. In its compartment there would have been a high-powered improvised explosive device.
“A suspicious electric scooter was found near the entrance to a business center and a powerful improvised explosive device was found in the trunk. The SBU planned to detonate the explosive device remotely during a target's visit to the said business center”the FSB reported, according to Tass.
The institution claims that the person concerned was previously monitored through an operation by “organized video surveillance”.
“A tactic already used”
The FSB also states that the explosive would have been concealed in the form of an ordinary loading device and that it was discovered during actions to protect strategic objectives and personnel from defense and public order structures.
Also, the Russian service claims that the method is not a new one.
“A similar tactic was used by the enemy when it carried out a road attack using an improvised explosive device mounted on an electric scooter, which resulted in the death of the head of the Radiological, Chemical and Biological Protection Forces of the Armed Forces of the Russian Federation, Lieutenant General Kirilov, and his assistant, Major Polikarpov.” it is shown in the press release.
The FSB announced that a criminal case has been opened in this case and that operations are underway to identify the people involved. “All persons who have consented to assist a foreign state will be identified, prosecuted and punished as they deserve“, the representatives of the institution also sent.
