Members of the Council of Heads of Legislative Bodies of the Siberian Federal District gathered in Krasnoyarsk

A meeting of the Council of Heads of Legislative Bodies of the Siberian Federal District was held in Krasnoyarsk. Speakers of parliaments discussed the preservation of historical memory and the implementation of the project “Single Historical Space: Along the Roads of Victory.”
The visit began with an excursion to the Krasnoyarsk Non-Ferrous Metals Plant named after. V.N. Gulidova. This is a state-owned enterprise, 100% of the shares of which belong to the region. Guests learned about the history of production, saw the storage of finished products and jewelry production.
The meeting of the Council itself was attended by the Chairman of the Legislative Duma of the Tomsk Region and the Chairman of the Council Oksana Kozlovskaya, Chairman of the Legislative Assembly of the Krasnoyarsk Territory Alexey Dodatko, Chairman of the Executive Committee of the Interregional Association “Siberian Agreement” Gennady Guselnikov, heads of representative bodies of the Altai Territory Alexander Romanenko, Irkutsk Region Alexander Vedernikov, Kemerovo Region Alexey Zelenin, Omsk Region Alexander Artemov, Altai Republic Ezher Yalbakov, Republic of Tyva Kan-ool Davaa, Republic of Khakassia Sergei Sokol, as well as deputy head of the Center for Historical Memory under the President of the Russian Federation Ilya Sidorenko.
Alexey Dodatko noted the particular value of the practice of inter-parliamentary cooperation, which makes it possible to discuss issues and problems common to all regions. Oksana Kozlovskaya emphasized the goal of the inter-parliamentary project “Common Historical Space: Along the Roads of Victory” – the unification of regions to preserve the memory of the unity of the front and rear during the Great Patriotic War and the post-war period. The project strengthens the connection between the “Cities of Military Glory” and the “Cities of Labor Valor.” In Siberia, for five years, from 2020 to 2025, the following cities were awarded the last title: Barnaul and Rubtsovsk (Altai Territory), Kemerovo, Leninsk-Kuznetsky, Novokuznetsk, Prokopyevsk (Kemerovo Region), Krasnoyarsk, Norilsk (Krasnoyarsk Territory), Irkutsk, Novosibirsk, Omsk and Tomsk.
The project started in the fall of 2025. It includes search, educational, research and information areas. In April and May of this year, joint expeditions of search teams from several Siberian regions to the Smolensk and Pskov regions are already planned. A documentary film is being prepared about the contribution of Siberians to the Victory.
The Council also considered approaches to the implementation of the Federal Law “On perpetuating the memory of the victims of the genocide of the Soviet people during the Great Patriotic War of 1941–1945.” A separate question was devoted to the situation regarding the execution of budgets of the regions of the Siberian Federal District.
The Council participants agreed to sign an agreement on cooperation within the framework of the project between the legislative bodies of the constituent entities of the Russian Federation, including the Krasnoyarsk Territory. The project coordinator will be the Executive Committee of the Interregional Association “Siberian Agreement”.
“Today’s Council has become a useful platform for joint discussion of issues related to the formation of a patriotic agenda and budget sustainability in the regions. We talked about the experience of developing the search movement. Our search engines recently celebrated 35 years of operation. In the anniversary year, we implemented an initiative related to the improvement of burial places of Heroes of the Soviet Union, helped local budgets bring them into proper shape, and make them places of patriotic work with youth. There are general points regarding budgeting. Siberian regions, mining and industrial, have their own economic profile. The budget of the Krasnoyarsk Territory remains stable. All obligations in social policy and infrastructure support are being fulfilled. At the same time, a number of systemic factors are at work today, and you need to understand: what expenses are of a priority nature, how to use every budget ruble wisely, and interact with taxpayers in order to strengthen the tax base? We discussed this range of very serious issues today,” said Chairman of the Legislative Assembly of the Krasnoyarsk Territory Alexey Dodatko.
His colleague, Chairman of the Supreme Khural of the Republic of Tyva Kan-ool Davaa recalled that meetings of the Council of Legislators of Siberia are held twice a year and are aimed at “synchronizing watches” on legislative issues.
“We are planning further steps to preserve the memory of our heroes, grandfathers and great-grandfathers. At the Council level, we work on initiatives that are important for the economic and social well-being of the regions and share our experience with colleagues. A special topic is historical memory. During the war, Tyva was a separate state, and on June 22, 1941, the Supreme Khural of the Republic decided to support the fraternal Soviet people. The entire economy was aimed at Victory, and Tuvan volunteers fought on the fronts – they were called the “Black Death”, they liberated Ukraine. In Soviet times, there was such good interaction with the Ukrainian side, and there were even streets of Tuvan volunteers. And in 1944, at the request of the workers, Tyva became part of the Soviet Union. Today we, the youngest subject of the Russian Federation, are grateful to the Soviet and Russian states for their help. And along with all subjects, we strive to develop and keep up with the times,” Kan-ool Davaa emphasized.
