The regulations regarding the reduction of VAT and excise duty on fuel have been signed – announced the Minister of Finance and Economy, Andrzej Domański, on Saturday. He added that from Tuesday we will see lower prices at gas stations.

“The regulations reducing VAT and excise duty on fuel have been signed. From Tuesday we will see lower prices at stations,” Domański emphasized on the X platform.

On Saturday, two acts aimed at reducing fuel prices were published in the Journal of Laws. The new regulations will allow for limiting price increases, among others. by reducing excise duty on fuel and introducing a maximum price.

As Prime Minister Donald Tusk announced earlier, as part of the CPN – “Fuel Prices Lower” package, the VAT rate on fuels will be reduced from 23%. at 8 percent Excise duty on fuels is to be reduced to the lowest level allowed by the European Union: by 29 groszy per liter of petrol and by 28 groszy per liter of diesel oil.

Motyka: Maximum prices on Monday at the earliest

The head of the Ministry of Energy, Miłosz Motyka, told PAP on Saturday that the announcement regarding maximum fuel prices will be published on Monday at the earliest, and prices at gas stations will change on Tuesday at the earliest.

– Let us remember that administrative, legislative and technical issues, such as the adjustment of systems or cash registers, influence when prices at gas stations will actually change – explained the minister.

In accordance with the regulations, the Ministry of Energy will publish maximum fuel price rates every day. However, stations will be able to apply prices lower than those set by the ministry.

Act amending, among others, The Act on Crude Oil Stocks introduces a mechanism for calculating the maximum fuel price that will apply at petrol stations. It will be determined according to a specific formula, including the average wholesale price of fuel on the domestic market, increased by excise duty, fuel fee, sales margin of PLN 0.30 per liter and VAT.

The regulation provides for imposing a daily information obligation on key market players to the Ministry of Energy in order to update rates on an ongoing basis.

The maximum price will be announced in the form of an announcement by the Minister of Energy and will come into force on the day following its publication. If announced before non-working days and holidays, the rate will apply until the next business day.

In turn, the amendment to the Excise Duty Act will enable a temporary reduction of excise tax rates on fuels by regulation until June 30. This will only apply to diesel oil and petrol.

According to calculations by the Ministry of Finance, the reduction in excise duty on fuel will cost the budget PLN 700 million per month, and the VAT reduction – PLN 900 million per month. (PAP)
