Russia has introduced criminal liability for denying the genocide of the Soviet people

The State Duma of the Russian Federation adopted in the second and third, final readings a law introducing criminal liability for denial or approval of the genocide of the Soviet people, Vedomosti writes. Violators face a fine of up to 3 million rubles or in the amount of income for a period of up to 3 years, forced labor for up to 3 years or imprisonment for the same period.

Punishment is also provided for the destruction, damage or desecration of monuments, steles, obelisks and other memorial structures that perpetuate the memory of the victims of the genocide of the Soviet people. For this you can receive a fine of 2–5 million rubles or the amount of income for a period of up to 5 years, be sent to compulsory labor for up to 480 hours, forced labor for up to 5 years, or be imprisoned for the same period.
The media reports that the punishment applies to the destruction, damage or desecration of objects both in Russia and abroad.
Let us recall that the concept of “genocide of the Soviet people” in the Russian Federation was enshrined in a law that came into force on January 1, 2026. According to it, genocide is recognized “actions of the Nazis and their accomplices during the Great Patriotic War of 1941–1945, aimed at the complete or partial destruction of national, ethnic and racial groups inhabiting the territory of the USSR during the Great Patriotic War of 1941–1945, by killing members of these groups, causing grave harm to their health, forcibly preventing childbirth, forcibly transferring children, forcibly relocating or otherwise creating life conditions designed to bring about the physical destruction of members of these groups.”
